中化国际招标有限责任公司（以下简称“招标机构”）受青海盐湖镁业有限公司（招标人）委托，就金属镁一体化项目金属镁装置区电解槽、熔盐炉、连续精炼炉钢制品采购项目（以下简称“项目”），邀请合格投标人提交密封投标。
1.招标范围及内容：
电解槽碳钢制品：
1)带有支撑钢结构的三十三（33）台电解槽槽壳；
2)六十八（68）台电解槽的金属室盖，配有金属室氯气排气管和排气口；
3)十（10）个普通阳极模具和两（2）个中心阳极模具。
熔盐炉钢制品：
1)带有支撑钢结构的两（2）台熔盐炉炉壳；
2)四（4）台熔盐炉的带有排风管的炉室盖。排气管道一直延伸至第一个下降管管道法兰处；
3)一（1）个重熔篮为熔化铸锭；及一（1）个重熔篮为熔化被凝固金属镁堵塞的管子。
连续精炼炉钢制品：
1)带有支撑钢结构的两（2）台连续精炼炉炉壳；
2)四（4）台连续精炼炉的相应炉室盖。

2.项目地点：青海省格尔木市察尔汗盐湖金属镁一体化项目金属镁装置区电解槽、熔盐炉、连续精炼炉现场。
*3. 对投标人的资质要求：
(1)投标人必须是制造商并提供各种资质证书的复印件：如营业执照、经营许可证等（由投标人代表签字或盖章）；
(2)投标人须提供开户银行在开标日前三个月内开具的资信证明的原件或该原件的复印件（复印件须由投标人代表签字或盖章）；
(3)投标人须提供类似产品销售合同清单（包括用户名称、联系方式（中国用户）、购置时间、材料名称等信息），并提供能够证明其销售情况的证明材料（证明其销售业绩的合同复印件或用户方出具的产品使用证明复印件，由投标人代表签字或盖章）。
4.招标文件售价：人民币1000元/或美元150。
5.购买招标文件时间和地点：有兴趣的投标人可从2011年11月22日至2011年12月15日每天（节假日除外）9:00时至16:00时（北京时间）在下列地点购买招标文件，售后不退（邮购须另加100元人民币）。未在中化国际招标有限责任公司登记购买本招标文件的投标人，其投标将被拒收。

Entrusted by Qinghai Salt Lake Magnesium Industry Ltd. (Tenderee), SINOCHEM International Tendering Co., Ltd. (Tendering Agent) invites sealed bids by international competitive from eligible bidders for the supply of the Procurement project of Electrodes for Continuous Refining Furnace(CRF) of magnesium metal site for integrated project of magnesium metal in Qinghai Salt Lake Magnesium Industry Ltd (Project).
1.The scope and Content:
Electrolytic Cell Carbon Steel:
1)Thirty three(33) Cell Shells complete with supporting steel structures;
2)Metal Compartment Covers for sixty eight(68) cells,complete with Metal Compartment Chlorine Exhaust Pipe and Port;
3)Ten(10) Regular Anode Moulds and two(2) Central Anode Moulds.
Bath Furnace Steel:
1)Two(2) electrolyte bath shells complete with supporting steel structures;
2)Corresponding chamber covers for four(4) electrolyte baths,complete with exhaust ducts.Vent gas exhaust ducting is included up to the first at down comer duct flange;
3)One(1) ingot re-melting basket;and one(1) re-melting basket for solidified magnesium blocked pipe.
CRF Steel:
1)Two(2) continuous refine furnace shells complete with supporting steel structures;
2)Corresponding chamber covers for four(4) continuous refining furnaces.
The details shall be found in the Section 3.
2.Project site: Site of Electrolytic Cell, Bath Furnace and Continuous Refining Furnace(CRF) of magnesium metal for integrated project of magnesium metal at Qarhan Salt Lake, Golmud City, Qinghai, China.
*3. Qualification requirements to the bidders
(1)The bidders should be manufacturers and should provide various of copies of qualification certificates: such as business licence, business certificate (the signature or sealing by the representative of bidders is needed);
(2)The bidders should provide a bank reference letter in original or its copy issued by their account banks within 3 months prior to the time of bid opening. (The copy needs to be signed or sealed by the representative of bidders );
(3)The bidder should provide a commitment issued by the manufacturer stating the bided goods’ quality guarantee period; the commitment should also state that the quality guarantee period is considered as the same period for the goods running well (the quality guaranteed period is counted from the date the warranty expires). The commitment must be sealed or signed by the bidder or bidder’s representative.
4.The price for bidding documents：RMB 1000 or USD 150 for each package.
5.Address and time for purchasing bidding documents: Interested bidders may purchase Bidding Documents at the place hereafter from November, 22, 2011 to December, 15, 2011 during 09:00AM– 4:00PM (Beijing time) upon non-refundable payment (for mail order, an additional payment of RMB 100 for each set is requested.)
