一、招标条件Tendering Conditions

本项目已按要求履行了相关报批及备案等手续，资金来源已落实，具备招标条件，现进行公开招标。

The project has implemented relevant procedures according to rules, regulations, and laws, as well as the capital has been confirmed,now tenders are invited for public tendering.

二、项目概况与招标范围 Project Overview and Tendering Scope

2.1、项目概况：伊拉克国家石油公司（State Company for Oil Project）计划在纳西里耶投资新建一个400万桶原油的罐区，用于接收Ahdeb、Badra、Gharaf、Nassiriya和Abu Amood油田的原油，项目一期计划建设252万桶库容量（7个66000m3浮顶储罐），项目二期计划建设126万桶库容量（3个66000m3浮顶储罐）。CPP作为该项目一期阶段的EPC总承包商，负责7个66000m3原油储罐、2个23000 m3的原油泄压储罐，2个10000 m3水储罐建设，以及储罐区配套的泵站、计量、取水、发电、通信、工艺管线、消防等系统设计、采办、施工、试运工作。

2.1 Project overview: Nassiriya New Crude Oil Depot with a working capacity of about four million barrels (637,000 M3) is the proposed depot to accommodate the produced crude oils from the following fields: Ahdeb Field, Badra Field, Gharaffield, Nassiriya field and Abu Amood field. Total capacity shall be about four million barrels (637,000 M3), for Phase (I) it shall be 2.52 million barrels (401,000 M3), and for Phase (II), it shall be 1.26 million barrels (200,500 M3).CPP win to build all tanks for phase (I), including 7 Floating roof tanks(66000m3), and their accessories. Two relief tanks(23000 m3), capacity of each tank is 23000 m3 , one for heavy & the other for light crude oil .Two fire water steel tank of 10,000 m3Capacity from continuous water supply.

注：

技术要求详见本招标文件所附技术规格书和数据单等技术文件。Detailed technical requirements refer to Appendix in the tendering documents for the Technical documents as specifications and Data Sheet.技术规格书5431_1-CPP-100-MS-SP-012-Technical Specification for Tank Steel Plate-0-********仅适用于钢板，罐散材除钢板外其他满足数据单MTO要求即可。数据单-附件3-10000m3钢板和数据单-附件5钢板，须出具EN10204 3.2证书，罐散材其他料单无需出具EN10204 3.2证书。

2.3、交货地点Place of delivery：上海港或天津港买方指定地点；Shanghai/tianjin port place designaed by the buyer

2.4、交货期Delivery schedule：投标人应提供上海港/天津港最短交货期（日历日/日历周）。

The shortest delivery time ready for shanghai/tianjin port should be quote by Tenderer. (Calendar week or calendar day).

三、投标人资格要求

3.1 本项目的投标人须具有独立法人资格的贸易商，应对其提供的货物和服务负全面责任，且在法律和财务上独立、合法运作并独立于招标人（招标机构）。

The Tenderer shall be a trader , who possesses independent legal personality, has independence in law and finance and operates legally and shall take full responsibility to the goods and service.

3.2 本次招标要求投标人须具备

1：营业执照且注册资金400万（含400万）元人民币及以上；

2：ISO9000证书资质；

3：需提供近三年财务审计报告。

4：需提供近三年同类供货业绩且无不良记录（不良记录证明为公司声明，加盖公司公章）

The requirements of Qualification documents of Tenderer are following:

1: Certifications: Business license, registeredcapitalshall be four million RMB or above.

2: other qualifications: ISO9000 certificate,

3: financial audit report in the last three years.

4: similar supply performance in the past three years without bad records（Bad record certificate is company statement, stamped with official seal）

四、招标文件的获取Acquisition of Tendering Documents

4.1 凡有意参加投标者，请于2020年04月08日至2020年04月15日（北京时间，下同）向指定邮箱zhaobiaochu@cnpc.com.cn发送法定代表人授权书原件、身份证、营业执照（复印件加盖公章)、ISO9000证书、信息登记表、汇款底单的扫描件，并联系****-*******确认。

All interested Tenderers, please send scanning copy of Power of Attorney, ID card, business license(photocopy with company stamp), photocopy of ISO9001 certificate, information registration form and remittance receipt to zhaobiaochu@cnpc.com.cn during 08/04/2020 to 15/04/2020 , and contact ****-******* to confirm .

4.2 招标文件每套售价：人民币1000元整，售后不退。

The tender documents cost: CNY 1000 only, non - refundable.

招标人将在3个工作日内和意向投标人反馈资质审核结果，待资质审核通过后，中油管道物资装备有限公司将向贵公司指定邮箱发出电子版招标文件。招标文件以正式发出电子版为准，招标人不提供纸质版招标文件。

如意向投标人对资质审核结果有异议，可在收到资质审核结果 3天内将异议或疑问发wzgszbc@163.com，抄送nsrpru@cnpc.com.cn或联系招标人代表负责澄清。

After pre-qualified, CPPMEC will send softcopy of tender documents by email to bidder. Formal bidding documents shall be subject to the Email, hardcopy no longer provided.

五、投标文件的递交 Submission of Bidding Documents

投标文件分为技术投标文件和商务投标文件两部分。

Bidding documents shall be composed of two parts, Un-priced Technical Proposal and Commercial Proposal.

贵公司如需要对招标文件进行澄清，请以书面形式（签字扫描后以电子邮件方式）通知招标机构和招标人。澄清专用邮箱：wzmx@cnpc.com.cn, 抄送nsrpru@cnpc.com.cn和qingtao@cnpc.com.cn。

In case of any issue needs to be clarified, please inform the Tendering Agent and Tenderee in a written form, i.e. scanned copies of signed documents shall be sent to the following email address: wzmx@cnpc.com.cn and copy to nsrpru@cnpc.com.cn and qingtao@cnpc.com.cn.

最终版的技术投标文件应于2020年04月28日9时00分（北京时间）之前递交至reliefp_t@163.com，抄送：nassiriya_t@sina.com，投标文件格式为PDF扫描版（投标文件按招标文件要求完成相关签字及盖章）。

The Un-priced Technical Proposal shall be submitted to reliefp_t@163.comand copy to nassiriya_t@sina.com, the tender file format is PDF scanning version(the proposal documents shall be signed and stamped according to requirements of tendering documents) before 9:00,28/04/2020.

最终版的商务投标文件应于2020年04月28日9时00分（北京时间）reliefp_c@163.com，抄送：nassiriya_c@sina.com，投标文件格式为PDF扫描版（投标文件按招标文件要求完成相关签字及盖章）。

The final Commercial Bidding Documents shall be submitted to reliefp_c@163.com, and copy to nassiriya_c@sina.com, the tender file format is PDF scanning version (the proposal documents shall be signed and stamped according to requirements of tendering documents) before 9:00,28/04/2020.

逾期送达的投标文件将被拒绝，送达时间以邮箱系统时间为准。

Should the Tenderer fail to submit before the aforesaid deadline, Proposal Documents will be rejected. The time presented in the e-mail shall be considered as the submission time.

注:1、接收投标文件的两个邮箱依次为主用邮箱、备用邮箱，两个邮箱中投标文件内容不一致时以主用邮箱中投标文件内容为准。

2、招标人在投标文件递交截止时间前30分钟，会同监督人员、投标人共同将检查主、备用邮箱投标文件接收情况。在投标文件递交截止时间前，对未成功通过电子邮件递送投标文件且到达开标现场的投标人，招标人将接受其现场提交的电子版投标文件。

Remark:

1. The aforesaid mailbox is ordinal as main and standby, if the proposal document is different between these two mailboxes, the proposal document in main mailbox shall prevail.

2. The Tenderee will check the aforesaid two emails together with supervising officer and Tenderer 30 minutes before the deadline to see whether the bidding documents have been emailed to the two designated emails successfully or not. If fail to receive, or not found in the mail box, the bidder is allowed to submit its proposal documents to Tenderee face to face by flash or disk.

六、开标 Bid Opening

开标时间：2020年04月28日9时00分；

Time: 9:00 a.m. of 28/04/2020.

开标地点：中油管道物资装备有限公司B105会议室。

Place: Bid Opening Hall (B105 Meeting Room), Block B, CPPMEC.

投标人自行决定是否派代表出席开标会，招标人不作强制要求。

The Tenderer is entitled to, at its sole discretion; decide whether or not to dispatch a representative to attend the bid opening meeting.
