上述货物及相关服务的完成时间为合同签订后90天内（含设备的安装调试）。

4.合格的投标人应满足以下资格要求：

i)经营规模：投标人最近三年（2016、2017、2018年）的最低年均营业额:不少于人民币1亿元。

ii) 合同经验：投标人作为主要供货方在最近5年内（2015年~投标截止日期），至少完成2个4000万人民币（或等值的其他货币）以上的类似项目；这些合同的性质和复杂程度应与本次招标合同相类似，每个合同都应包括有智能违停球、高清电警抓拍机、卡口抓拍单元（卡口监控摄像机）、车辆微卡口采集单元、道路交通信号控制机、交通诱导屏（LED显示屏）、云存储（管理）服务器内容中的任意4项内容。

iii)历史财务状况：提交过去3年（2016-2018年）经审计的财务报表，以反映投标人现在财务状况的稳定性及其长期的盈利性。作为最低要求，投标人最近3年的净资产（按总资产与总负债之差计算）均应为正值。

iv)现金流能力：投标人具有可利用的资金来源，例如流动资产、银行信贷以及其他财务收入，以满足现金流不少于2000万元人民币的要求。

v) 诉讼历史：未完结的索赔、仲裁或其它诉讼，其总金额不得超过投标人净资产的50%。

vi)技术经验：

1）安装公司应具有电子与智能化工程专业承包壹级资质。（安装公司可以是单独的投标人，或者联合体的成员，或投标人提议的分包商）

2）安装公司应具有有效的企业安全生产许可证。

3）安装公司应具有机电工程施工总承包叁级或以上资质（由中华人民共和国住房和城乡建设部颁发）。

4）所提供的货物（智能违停球、高清电警抓拍机、卡口抓拍单元（卡口监控摄像机）至少有3年以上的生产经验、并至少满意地运行3年以上。

5.本次招标将采用亚行单阶段、单信封的国际竞争型招标方式程序进行，所有合格的亚行成员国的投标人均可参加投标。

1. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Yunnan Chuxiong Urban Environment Improvement Project and it intends to apply part of the proceeds of this loan to payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. Instrimpex International Tendering Co., Ltd (CNIITC, the Procurement Agent), authorized by and on behalf of Wuding Urban Construction and Development Investment Company (the Purchaser), now invites sealed bids from eligible bidders for the goods and related services to be procured as briefly described as follows,

1. Traffic violation monitoring and recording system, 2. Vehicle dynamic monitoring and intelligent management system, 3. Integrated monitoring system for intelligent transportation, 4. Traffic signal control system, 5. LED traffic guidance release system, 6. Comprehensive management and control platform for the traffic command center, 7. Storage system of traffic command center, 8. Central traffic violation management platform, 9. Network Security Border Access Networking Platform, 10. High-performance computer terminal for intelligent traffic management, 11. Related service.

Delivery time: within 90 days after contract signing (including installation and commissioning).

3. International competitive bidding (ICB) will be conducted in accordance with ADB’s Single-Stage: One-Envelope (1S1E) Procedure and is open to all bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

i)Average Annual Turnover: Minimum average annual turnover of CNY 100 million, or equivalent in other currency calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2016-2018).;

ii) Contractual Experience: The bidder has successfully completed at least two similar contracts in the last 5 years (from 2015 to the bid submission deadline), with each contract amount not less than 40 million RMB or other equivalent monetary amount. Each contract shall include at least 4 systems (including 4 systems) among: 1). Smart illegal parking ball camera, 2). High-definition capture camera, 3). Traffic checkpoint snapshot unit 4). Vehicle micro checkpoint acquisition unit, 5). Road traffic signal controller, 6). Traffic Guidance Display (LED display), 7). Cloud storage management server.

iii)Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last 3 years (2016-2018) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last 3 years （2016-2018) calculated as the difference between total assets and total liabilities should be positive.

iv) Cash Flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 20 million, or equivalent in other currency.

v)Pending Litigation and Arbitration: All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent of the Bidder’s net worth calculated as the difference between total assets and total liabilities.

vi) Technical Experience: (1) The installation company shall have Grade I Certificate of Electronic and Intelligent Engineering Professional Contract issued by related administrative department in charge of construction. (The installation company may be the sole Bidder, or one partner of a Joint Venture, or a subcontractor proposed by the Bidder); (2) The installation company shall have Effective Safety Production License. (3) The installation company shall have Grade III Certificate or above of General Contractor for Electromechanical Engineering Construction (issued by Ministry of Housing and Urban-Rural Development of the People’s Republic of China). (4) Goods offered （including 1). Smart illegal parking ball camera, 2). High-definition capture camera, 3). Traffic checkpoint snapshot unit） have been in production for at least 3 years and have been in operation satisfactorily for at least 3 years.

The (1)(2)(3) certificate requirements apply only to domestic bidders and (4) for both domestic and foreign bidders
