一、 采购物资名称及相关要求

二、 参与竞价投标人的资格要求

1. 投标人须合法注册成立，须提供营业执照（境内投标人）或登记证书（境外投标人）。

货物原产地要求为中国关境外。

投标人应为制造商或有隶属关系的销售机构（应提供其之间的关系证明）

2.投标货币

投标人从中华人民共和国关境内提供的货物和服务用人民币报价。投标人从中华人民共和国境外提供的货物和服务可以用美元、欧元或人民币报价。投标人注册地在中华人民共和国境内的(港、澳、台和大陆保税区除外)必须以人民币报价。

3.业绩要求

投标人须具备供货能力和水平，详见技术规格书。

投标人如果非制造商，可以提供该产品的其他销售渠道业绩证明。如果提供不真实的业绩则被否决竞价资格。

4. 真空泵制造商应通过质量和环境认证，投标商投标时须提供相关认证证书复印件。

5.投标人没有处于被责令停业、财产被接管、冻结、破产状态；

6.如果投标人所投的货物不是投标自己制造的，投标人应得到制造商同意其在本次投标中提供该货物的正式授权书。

7.提供投标人出具给投标人代表的有效授权文件（如法人代表授权书），附投标人代表身份证明，并加注其姓名、电话、邮件等联系方式。

8.在中国政府官方网站、中油集团公司及中石化集团公司近三年出现过诚信或质量等不良记录的投标人，参与竞争时报价无效。

9.投标人须提交技术规格书中的关键技术指标。

10.投标语言：中文或中英文。如同时以中文和英文投标，若有差异，以中文为准。投标人提交的支持资料和已印刷的文献可以用另一种语言，但相应内容应提供中文翻译本。

11. 投标人近三年内无不良记录。经确认投标人存在以下不良记录之一，投标将被否决。

a)近三年在国家、行业、集团公司以及地方政府质量监督检查中出现过不合格情况。

b)投标人在吉林石化公司组织的公开招标（公开竞价）活动中，出现一次无效异议，从确定无效异议之日起，一年内禁止其参加公司所有招标投标活动。或两年内（从第一次提出异议之日起至第二次确定无效异议之日止）出现两次无效异议的，从确定第二次无效异议之日起，两年内禁止其参加公司所有招标投标（含公开竞价）项目。针对同一项目反复提出的异议最终被确定为无效异议的，按提出次数计算。

c)在中油集团公司、吉林石化公司最近一个年度考核过程中出现过不良记录，被暂停或中止交易的。

d)近三年内，出现过在国家或政府网站公开曝光的不诚信行为。被“全国企业信用信息公示系统（http://gsxt.saic.gov.cn）”列入严重违法企业名单；因未履行生效法律文书而被“中国执行信息公开网”列入失信被执行人名单（虽有查询记录但投标人已履行完毕的除外）；

II.Qualification requirements of bidding bidders

1.The bidder shall be legally registered and established, and the businesslicense (domestic bidder) or registration certificate (foreign bidder) shall beprovided.

Thebidder shall be the manufacturer or affiliated sales organization (proof of therelationship between them shall be provided);

2.Tender currency

Thebidder shall quote in RMB for the goods and services provided within theterritory of the People"s Republic of China. Bidders may offer goods andservices from outside the People"s Republic of China in us Dollars, Euro or RMB.The bidder whose registered place is within the territory of the People"sRepublic of China (excluding the bonded areas of Hong Kong, Macao, Taiwan andthe mainland) must quote in RMB.

3.Performance requirements

Thebidder must have the supply capacity and level, see the technical specificationfor details.

Thebidder, if not the manufacturer, may provide other sales channel performanceproof of the product. If false performance is provided, the bid will berejected.

4.The manufacturer of Vacuum pump shallpass the quality and environmental certification, and the bidder shall providea copy of the relevant certification certificate when bidding.

5.The bidder is not in a state of being ordered to suspend business, the propertyis taken over, frozen or bankrupt;

6.If the goods submitted by the bidder are not manufactured by the bidder, thebidder shall obtain a formal authorization from the manufacturer to provide thegoods in this tender.

7.Provide the effective authorization document issued by the bidder to therepresentative of the bidder (such as the legal representative"s authorizationletter), attach the identification certificate of the representative of thebidder, and note his name, telephone number, email and other contactinformation.

8.Bidders with poor records of integrity or quality in the official websites ofthe Chinese government, CPC group and sinopec group in the past three yearsshall have invalid offers when participating in the competition.

9.The bidder shall submit the key technical indicators in the technicalspecifications.

三、报价方式及范围和有效期

1.投标报价方式：

如果从“中华人民共和国关境外提供的货物”：

1）投标总价报CIP长春机场

CIP报价折算公式=CIP价格*汇率+进口环节税+内陆运保费。

2）最终目的地：吉林省吉林市吉林石化公司仓储中心

如果投标人为境内投标人：投标报价为包含一切费用的货到现场价（包括13%增值税、运费及其它相关费用），交货地点：吉林省吉林市吉林石化公司仓储中心。

最高投标限价：870000元 货到现场

注：最高投标限价为包含一切费用的货到现场价。外币报价的，按公式折算评标价。投标人的投标报价/评标价超出该最高投标限价时，其投标将被否决。

2.报价有效期至少60天。

3.投标报价中供货内容不允许有缺漏，否则将否决其投标。

上述缺漏项为实质性偏离，应当否决其投标。缺漏项在允许范围内的，评标时应当要求投标人确认缺漏项是否包含在投标价中，确认包含的，将其他有效投标中该项的最高价计入其评标总价，并依据此评标总价对其一般商务和技术条款（参数）偏离进行价格调整；若投标人确认缺漏项不包含在投标价中的，评标委员会有权否决其投标。确认不包含的，应当否决其投标；签订合同时以投标价为准。

III.Quotation method, scope and validity

1.Bidding method:

If"goods supplied from outside the territory of the People"s Republic ofChina" :

1)the total bid price shall be submitted to CIP changchun airport

CIPquotation translation formula =CIP price * exchange rate + import tax + inlandtransport premium.

2)final destination: storage center of jilin petrochemical company, jilin city,jilin province

Ifthe bidder is a domestic bidder: the bid price is the spot price of goods onarrival (including 13% value-added tax, freight and other related expenses),and the place of delivery is the storage center of jilin petrochemical company,jilin city, jilin province.

Maximumbid price: 800000 yuan on site

Note:the maximum bid price is the spot price including all costs. Foreign currencyquotation, according to the formula to evaluate the price. The bidder"s bidwill be rejected if his/her bid price exceeds the bid limit.

Theoffer is open for at least 60 days.

3.No omission is allowed in the supply content of the bid quotation, otherwisethe bid will be rejected.

Ifthe above-mentioned missing items are material deviations, the bid shall berejected.If the missing item is within the allowable range, the bidder shall berequired to confirm whether the missing item is included in the bid priceduring bid evaluation. If the missing item is confirmed, the maximum price ofthe item in other valid bids shall be included in the total price of the bidevaluation, and the deviation of the general commercial and technical terms(parameters) shall be adjusted according to the total price of the bidevaluation. If the bidder confirms that the missing item is not included in thebid price, the bid assessment committee shall have the right to reject the bid.If it is confirmed that the bid is not included, the bid shall be rejected; Whensigning the contract, the bid price shall prevail.

四、交货期

境外投标人：签订合同后3个月（CIP交货期）。

境内投标人：签订合同后3个月，交付吉林石化公司仓储中心。

IV.Delivery date

Overseasbidder: 3 months after signing the contract (CIP delivery date).

Domesticbidder: deliver to jilin petrochemical company storage center 3 months aftersigning the contract.

六、包装运输要求

以不损坏物资为原则；包装物及标识的具体要求:包装物牢固可靠，应注明设备名称、规格型号，包装费用由卖方承担。 包装不符合标准或约定,造成货物毁损灭失或其他后果的,由卖方承担相应责任。

包装物是否回收：否。

VI.Packing and transportation requirements

Theprinciple of not damaging materials; Specific requirements for packaging andmarking: the packaging is firm and reliable, the equipment name, specificationand model shall be indicated, and the packaging fee shall be borne by theseller. If the packing is not up to the standard or the agreement, and thegoods are damaged, lost or other consequences, the seller shall bear the correspondingresponsibility.

Whetherthe packaging is recycled: no.

七、付款条件

中标候选人应当具备接受以下付款条件的能力：

货到验收合格并提供全套单据后60天内支付货款。

VII.Termsof payment

Thesuccessful candidate shall be able to accept the following payment terms:

Paymentwill be made within 60 days after the goods are accepted and the full set ofdocuments are provided.

八、评审方法：最低评标价法。

1.计算评标总价时，以货物到达采购人指定地点为依据。境外产品为CIP价、进口环节税及境内运输费、保险费之和；境内产品为包含一切费用的货到现场价。

如果投标报价中有多种货币，以开标当日中国银行总行首次发布的外币对人民币的现汇卖出价进行投标货币对投标资料表中规定的评标货币的转换，以便计算评标价。

2.对所有从中华人民共和国境外提供的货物将按照进口关税税率为8%、增值税税率为13%计算进口环节税，计入评标总价。对列入中华人民共和国商务部所公布加征关税清单的原产于美国的产品，在现行适用进口关税税率基础上，还必须增加相应比例的加征关税，并计入评标总价。关税的计算方法：加征关税税额＝关税完税价格×加征关税税率；关税＝按现行适用税率计算的应纳关税税额+加征关税税额。

3.对内陆运保费和其它伴随服务费用的评价：从中华人民共和国关境外提供的货物，从进口口岸运至最终目的地的关境内运输、保险和其他当地发生的伴随费用，在评标时以投标人CIP价格的1%计入评标总价。

4.对投标货物的性能和生产率的评价：技术规格中规定了关键技术参数和要求（标注为“*”号），对这些关键技术参数和要求的任何偏离将导致否决投标。技术规格中规定了一般技术参数和要求（标注为“#”号），对这些一般技术参数和要求的每一项偏离，评标时按技术规格书中的相应规定处理，没有规定的，评标价格将增加投标总价的1%（百分之一）。

5.报价中不得包含竞价文件要求以外的产品，否则，在评标时不予核减，签约时将相应核减。

6.对合同适用法律有偏离将导致投标被否决。

7.与合同范本中规定的其他条款构成偏离的，每条偏离按 1% 的比例上浮评标价。

VIII.Evaluation method: the method of lowest bid price.

1.The total price of bid evaluation shall be calculated based on the arrival ofthe goods at the place designated by the purchaser. Overseas products are thesum of CIP price, import tax, domestic transportation fee and insurancepremium; The domestic products are the on-spot price including all expenses.

Ifthere are multiple currencies in the bid quotation, the foreign currency to RMBspot selling price first published by the head office of the bank of China onthe bid opening day shall be converted into the bid currency to the bidevaluation currency specified in the bid data sheet for the purpose ofcalculating the bid evaluation price.

2.For all goods supplied from outside the People"s Republic of China, the importtax shall be calculated according to the import tariff rate of 8% and thevalue-added tax rate of 13%, and shall be included in the total price of bidevaluation. For products originating in the United States listed in the list ofadditional tariffs announced by the ministry of commerce, PRC, on the basis ofthe current applicable import tariff rate, an additional tariff of thecorresponding proportion must be added and included in the total price of bidevaluation.Calculation method of tariff: the amount of additional tariff = thevalue of customs duty paid × the rate of additional tariff; Tariff = the amountof tariff payable at the current applicable rate + the amount of additionaltariff.

3.Evaluation of inland transportation premium and other incidental service fees:for goods provided from the People"s Republic of China abroad, transportation,insurance and other local incidental expenses incurred in the customs territoryfrom the import port to the final destination, 1% of the CIP price of thebidder shall be included in the total price of bid evaluation.

4.Evaluation of the performance and productivity of the bid goods: key technicalparameters and requirements (marked as "*") are specified in thetechnical specifications, and any deviation from these key technical parametersand requirements will result in rejection of the bid. General technicalparameters and requirements (marked as "#") are stipulated in thetechnical specifications. Each deviation of these general technical parametersand requirements shall be handled according to the corresponding provisions inthe technical specifications during bid evaluation. If there is no stipulation,the bid evaluation price shall be increased by 1% (1%) of the total bid price.

5.The quotation shall not include products other than those required by thebidding documents. Otherwise, the price will not be deducted when the bid isevaluated and will be deducted when the contract is signed.

6.Any deviation from the applicable law of the contract will result in therejection of the bid.

7.If there is any deviation from other provisions stipulated in the contractmodel, the bid price shall be quoted on a scale of 1% for each deviation.

十、公告的澄清

公告发布后，投标人可以开标前3个工作日内书面向吉林石化招标中心提出澄清要求。

X.Clarificationof the announcement

Afterthe announcement, the bidder may submit a written request for clarification tojilin petrochemical tendering center within 3 working days prior to bidopening.

十一、确定成交人办法

1.竞价公告只发布一次。

当有效投标人3家或以上时，评审小组首先对参与的投标人资质进行审定， 3家或以上合格的，招标中心公布报价，由评审小组直接推荐预选成交人；只有1家或2家满足的，招标中心公布报价后，直接转为谈判或协商，按谈判结果推荐预选成交人。当有效投标人少于3家时，直接进入谈判程序。

除以下几项内容外，其余内容允许报价人在规定时间内进行澄清，原则上在1小时内进行澄清，不允许澄清内容包括：

1. 商务报价；

2. 关键技术指标响应文件。

两家以上投标人的投标产品为同一家制造商或集成商生产的，按一家有效投标人认定。对两家以上集成商或代理商使用相同制造商产品作为其项目包的一部分，且相同产品的价格总和均超过该项目包各自投标总价60%的，按一家有效投标人认定。

2.公告发布后，无投标人参与的，由采购单位负责寻找满足供货条件的投标人，采取其它方式采购。

3.对所有参与的投标人进行排序，推荐排名第一的投标人为预选成交人。按照以下原则确定成交投标人排序：

1）评标价低的排序在先；

2）评标价相同的，以报价低的优先；报价也相同的，应事先确定无倾向性成交原则，可以采取第二轮报价的方式确定成交人。

4. 原则上竞价排名第一的投标人主动放弃成交资格的，可以顺延与排名第二的投标人进行谈判，参照第一名的报价定价，原则上不能超过该投标人的第一次报价。

5.投标人有下列情形之一的，其报价无效：

a、在经允许澄清和补充文件后，投标人仍不符合公开竞价规定的资格条件；

b、报价高于最高限价的；

c、未对公开竞价实质性要求做出有效响应的；

d、提供资质等相关资料造假的。

6.采购人保留对拟成交人现场考察确认其资质和供货能力的权利，如不符合采购人要求，采购人有权不签订合同。

XI.determinethe method of the clincher

1.Bidding notice is only issued once.

If there are 3 or more qualifiedbidders, the bidding center shall publish the quotation, and the evaluationteam shall directly recommend the pre-selected clincher. When there are less than 3 effective bidders, enter thenegotiation process directly.

Withthe exception of the following items, the rest of the content allows the bidderto clarify within the specified time, in principle, within 1 hour, theclarification is not allowed to include:

1.Business quotation;

2.Response file of key technical indicators.

Ifthe bidding products of two or more bidders are produced by the samemanufacturer or integrator, it shall be deemed as one valid bidder.If two ormore integrators or agents use the same manufacturer"s products as part oftheir project package, and the total price of the same products exceeds 60% ofthe total price of the project package respectively, it shall be determined asone valid bidder.

2.After the announcement is issued, if no bidder participates, the purchasingunit shall be responsible for finding bidders who meet the supply conditionsand shall adopt other methods of procurement.

3.Rank all the participating bidders, and recommend the bidder who ranks first tobe the pre-selected clincher. Order of bidders shall be determined according tothe following principles:

1)those with low bid price are ranked first;

2)if the evaluation price is the same, whichever is lower is preferred; Where thequotation is the same, the principle of unbiased transaction shall bedetermined in advance, and the clincher may be determined by means of thesecond round quotation.

4.In principle, if the bidder ranked first in bidding takes the initiative togive up the transaction qualification, it may postpone the negotiation with thebidder ranked second. In principle, the price shall not exceed the first bid ofthe bidder according to the price quoted by the bidder ranked first.

5.If the bidder has any of the following situations, the quotation is invalid:

A.After clarification and supplementary documents are allowed, the bidder stillfails to meet the qualification conditions stipulated in the public bidding;

B.The quotation is higher than the maximum price;

C.failing to respond effectively to the substantive requirements of publicbidding;

D.Providing the relevant materials such as qualifications to falsify.

6.The purchaser reserves the right to confirm the qualifications and supplycapacity of the proposed purchaser through on-site inspection. If the purchaserfails to meet the requirements of the purchaser, the purchaser has the rightnot to sign the contract.

十二、公示结果异议

投标人可以在竞价结果公示2个工作日内向吉林石化招标中心提出异议。

XII.Objectionto published results

Thebidder may raise objections to jilin petrochemical tendering center within 2working days after the bidding result is published.

十三、公开竞价无效情形

1.在经允许澄清和补充文件后，没有投标人递交有效公开竞价文件或对公开竞价没有投标人做出实质性响应的；

2.参与公开竞价投标人有弄虚作假、相互串通等违规行为；

3.因重大变故，采购单位取消采购项目的。

XIII.Invalidation of public bidding

1.After the clarification and supplement documents are allowed, no bidder submitsthe effective public bidding documents or no bidder makes substantive responseto the public bidding;

2.The bidders involved in public bidding engage in fraud, collusion and otherviolations;

3.The purchasing unit cancels the purchasing item due to major changes.

十四、投标人违约处理

1.投标人无故放弃公开竞价成交资格的，采购人将暂停或停止其与吉林石化公司的交易资格，第一次暂停交易资格半年，两次及以上长期停止该投标人交易资格。

2.参与竞价投标人应认真核对公开竞价文件有关要求及内容，严格按照公开竞价采购时间及内容进行报价，截止时间后，除非评审小组要求，竞价投标人不得对所提报内容进行修改。

3.公开竞价确定投标人应严格按照竞价要求及采购合同内容履行相应供货义务，违约一次，对其进行警告，违约两次，直接停止其与吉林石化公司的交易。

XLV.Settlement of bidder"s breach

1.If the bidder abandons the qualification of public bidding without any reason,the purchaser will suspend or suspend its qualification of trading with jilinpetrochemical company, suspend the qualification of trading for the first timefor half a year, and suspend the qualification of trading for the bidder twiceor more for a long term.

2.The bidders shall carefully check the requirements and contents of the publicbidding documents, and make quotations in strict accordance with theprocurement time and contents of the public bidding. After the deadline, thebidders shall not modify the submitted contents unless required by the reviewpanel.

3.The public bidding shall determine that the bidder shall perform thecorresponding supply obligations in strict accordance with the biddingrequirements and the purchase contract. Once the bidder breaches the contract,the bidder shall be warned, and twice the bidder shall directly stop thetransaction with jilin petrochemical company.

十五、 报价及递交

符合条件投标人按照竞价公告所提出的物资明细及相关要求，在规定的时间、地点做出报价及相关承诺。

资质文件与商务报价要装订成册、密封递交，报价文件数量：1正2副。

提供但不限于以下文件加盖公章（负责人或其授权代理人签字）的复印件：

1.资质文件，包括：营业执照/登记证书、**许可证、…

2.公开竞价报价响应单

3.业绩证明文件

4.....

投标人竞价文件的送达形式为邮寄（现在只接收投标人邮寄的投标文件，不接受投标人现场递交）。须在包裹外部注明项目编号，并保证工作人员在开标前12小时收到竞价文件，否则责任自负。

到现场报价的，请于 2020年5月19日 8时30分之前（从公告发布之日起10个工作日后开标）将密封的报价文件送到吉林石化招标中心(中国吉林市龙潭区龙潭大街29号 雾凇宾馆D座一楼开标室)。采取其它方式报价的，按本公告内容掌握报价时间。

十七、说明

本文件中所指国际公开竞价是吉林石化公司参照国际公开招标方式采取的一种采购交易方式。本文件中所指的投标人为自愿参与国际公开竞价的供应商，当投标人递交竞价文件后即视为同意本文件中的所有约定。

吉林石化公司招标中心拥有本套文件最终解释权。

XVII.Description

Theinternational open bidding referred to in this document is a procurementtransaction method adopted by jilin petrochemical company with reference to theinternational open bidding.The bidder referred to in this document is thesupplier who voluntarily participates in the international public bidding.After the bidder submits the bidding document, it shall be deemed to haveagreed to all the provisions in this document.

Jilinpetrochemical company bidding center has the final right to interpret this setof documents.
