一、招标条件Tendering Conditions

本项目已按要求履行了相关报批及备案等手续，资金来源已落实，具备招标条件，现进行公开招标。

The project has implemented relevant procedures according to rules, regulations, and laws, as well as the capital has been confirmed,now tenders are invited for public tendering.

二、项目概况与招标范围 Project Overview and Tendering Scope

2.1、项目概况：伊拉克国家石油公司（State Company for Oil Project）计划在纳西里耶投资新建一个400万桶原油的罐区，用于接收Ahdeb、Badra、Gharaf、Nassiriya和Abu Amood油田的原油，项目一期计划建设252万桶库容量（7个66000m3浮顶储罐），项目二期计划建设126万桶库容量（3个66000m3浮顶储罐）。CPP作为该项目一期阶段的EPC总承包商，负责7个66000m3原油储罐、2个23000 m3的原油泄压储罐，2个10000 m3水储罐建设，以及储罐区配套的泵站、计量、取水、发电、通信、工艺管线、消防等系统设计、采办、施工、试运工作。

2.1 Project overview: Nassiriya New Crude Oil Depot with a working capacity of about four million barrels (637,000 M3) is the proposed depot to accommodate the produced crude oils from the following fields: Ahdeb Field, Badra Field, Gharaffield, Nassiriya field and Abu Amood field. Total capacity shall be about four million barrels (637,000 M3), for Phase (I) it shall be 2.52 million barrels (401,000 M3), and for Phase (II), it shall be 1.26 million barrels (200,500 M3).CPP win to build all tanks for phase (I), including 7 Floating roof tanks(66000m3), and their accessories. Two relief tanks(23000 m3), capacity of each tank is 23000 m3 , one for heavy & the other for light crude oil .Two fire water steel tank of 10,000 m3Capacity from continuous water supply.

2.2、招标范围：本次招标采购物资详见下表 Scope:

For the materials to be procured by the present Tendering, please refer to the table below.

注：1、技术要求详见本招标文件所附技术规格书和数据单等技术文件。Detailed technical requirements refer to Appendix in the tendering documents for the Technical documents as specifications and Data Sheet.

2、本次采购不接受选择性报价,报价必须包含A包+B包+C包三包总价。This purchase does not accept selective quotation, the quotation must include the total price of three packages of A package + B package + C package.

2.3、交货地点Place of delivery：A包+B包上海港或天津港买方指定地点，C包国内买方指定地点。A +B package Shanghai/tianjin port place designaed by the buyer，C package buyer designaed place in CHINA.

2.4、交货期Delivery schedule：投标人应提供最短交货期（日历日/日历周），但不得超过3个月。

The shortest delivery timeshould be quote by Tenderer. (Calendar week or calendar day),But not more than 3 months.

2.5. 业主对制造商原产地要求:中国、比利时、芬兰、法国、德国、荷兰、意大利、英国、挪威、葡萄牙、西班牙、瑞典、瑞士、美国、加拿大、日本、韩国、爱尔兰、奥地利、丹麦、卢森堡。

三、管道局及中油管道物资装备有限公司简介 Introduction of China Petroleum Pipeline Bureau and China Petroleum Pipeline Material and Equipment Company Limited

3.1. China Petroleum Pipeline Bureau (CPP), founded in 1973, is a professional wholly-ownedsubsidiary of China National Petroleum Corporation (CNPC)specialized in pipeline engineering, procurement and construction, who has been certified as an qualified oil and gas Contractor with various certificates such as senior certificate for Petrochemical and Petroleum Project General Contractor, Grade A Certificate for Design, Survey, Consulting, and Supervision, and grade A certificate for Telecommunication General Contractor. CPP has built a practical HSE management system with ISO9001 and ISO14000.With a large scale of staff, there are over 6,300 professional project managers and key employees on management, 56 CNPC-level and CPP-level specialists, 50 skill specialists, 966 technicians and senior technicians, more than 2,600 certified senior engineers, certified cost engineers, certified supervising engineers and other high-level technical personnel, and 200 foreign senior staff specializing on management and technique. 3.2. 四、投标人资格要求

4.1 本项目的投标人须具有独立法人资格的制造商或贸易商，应对其提供的货物和服务负全面责任，且在法律和财务上独立、合法运作并独立于招标人（招标机构）。

The Tenderer shall be a manufacturer or trader , who possesses independent legal personality, has independence in law and finance and operates legally and shall take full responsibility to the goods and service.

4.2 本次招标要求投标人须具备

1：营业执照且注册资金2200万（含2200万）元人民币及以上；

2：ISO9000证书资质；

3：需提供近三年财务审计报告；

4：需提供近三年同类供货业绩（至少三个合同复印件，隐去价格）

5、提供无不良记录证明（不良记录证明为公司声明，加盖公司公章）

The requirements of Qualification documents of Tenderer are following:

1: Certifications: Business license, registeredcapitalshall be 22 million RMB or above.

2: other qualifications: ISO9000 certificate,

3: financial audit report in the last three years.

4: similar supply performance in the past three years（At least three copies of the contract, concealing the price）

5.Provide proof of no bad records（Bad record certificate is company statement, stamped with official seal）

五、招标文件的获取Acquisition of Tendering Documents

5.1 凡有意参加投标者，请于2020年05月06日至2020年05月13日（北京时间，下同）向指定邮箱zhaobiaochu@cnpc.com.cn发送法定代表人授权书原件、身份证、营业执照（复印件加盖公章)、ISO9000证书、信息登记表、汇款底单的扫描件，并联系****-*******确认。

5.2 招标文件每套售价：人民币2000元整，售后不退。

招标人将在3个工作日内和意向投标人反馈资质审核结果，待资质审核通过后，中油管道物资装备有限公司将向贵公司指定邮箱发出电子版招标文件。招标文件以正式发出电子版为准，招标人不提供纸质版招标文件。

如意向投标人对资质审核结果有异议，可在收到资质审核结果 3天内将异议或疑问发wzgszbc@163.com，抄送nsrpru@cnpc.com.cn或联系招标人代表负责澄清。

After pre-qualified, CPPMEC will send softcopy of tender documents by email to bidder. Formal bidding documents shall be subject to the Email, hardcopy no longer provided.

六、投标文件的递交 Submission of Bidding Documents

6.1 投标文件递交截止时间：2020 年5月 26日 9 时 00 分；

6.2 投标文件递交地点：河北省廊坊市金光道44号中油管道物资装备有限公司B105会议室。方式为现场送达或邮寄。

六、开标 Bid Opening

投标人自行决定是否派代表出席开标会，招标人不作强制要求。
