1.中化商务有限公司（招标机构）受四川中和进出口贸易有限公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

5.主要资格

①投标人提供有效的营业执照（或等效文件）复印件。

②投标人提供近一年（2019年或2018年）的审计报告或企业财务报表（资产负债表、现金流量表和损益表）。或者提供在开标日前3个月内由其开户银行（境内投标人为基本账户开户银行）开具的银行资信证明的原件或有效复印件。

③境内投标人须提供银行基本账户开户许可证复印件或提供基本存款账户信息。

④境内投标人应无行贿犯罪记录，并提供书面声明（详见格式文件）。

6.业绩条件

投标人所投产品制造商或代理商提供的同类产品（主设备）应在中华人民共和国境内有2套及以上使用先例，并且应为此招标公告发布之日的前五年内，已经验收合格的项目。投标人须提供用户联系方式，并提供项目合同或用户证明作为业绩证明材料。未提供有效业绩证明材料或业绩数量不满足前述要求的，评标价格将在投标价格基础上增加1%。

7.简要技术要求

石英晶振器，1套，主要包括石英晶体微天平、数据采集软件、数据分析软件，其中石英晶体微天平由信号采集仪、导冷部件以及探头组成。具体要求详见招标文件。

1.Entrusted by Sichuan Zhonghe Trading Co., Ltd. (Tenderee), SINOCHEM COMMERCE CO., LTD. (Tendering Agent) invites sealed bids by international (competitive) from eligible bidders for the supply of the following goods and related services:

2.Interested bidders may obtain further information and refer to Bidding Documents from SINOCHEM COMMERCE CO., LTD.

3.Interested bidders may purchase Bidding Documents through website(link:e.sinochemitc.com) from 10th,May, 2020till 15th, May, 2020during the period 09:00~16:00 (Beijing time) upon non-refundable payment of RMB 300.00 or USD42.41for each complete set of bidding documents. Bidders that fail to fill out the purchase record of the Bidding Documents shall be rejected.

4.All Bids must be delivered to the following address before 14:00pm, 1st, Jun, 2020(Beijing time). Time for bid opening ceremony is 14:00pm, 1st, Jun, 2020(Beijing time), the representatives of the bidders are kindly requested to be present at the time.

5.Principal qualification

①The bidder shall provide a copy of the valid business license (or equivalent document) .

②Bidders will provide an audit report or financial statement (balance sheet, cash flow statement and profit and loss statement) for the last year (2019 or 2018) . Or provide the original or valid copy of the bank credit certificate issued by its bank (the domestic bidder is the bank that opened the basic account) within 3 months before the bid opening date.

③Domestic bidders shall provide a copy of the bank basic account opening license or basic deposit account information.

④Domestic bidders shall have no criminal record of offering bribes and provide a written statement (see the format document for details) .

6.Performance conditions

The same type of products (main equipment) provided by the manufacturer or agent of the products to be put up by the tenderer shall have two or more sets of precedents for use within the territory of the People"s Republic of China, and shall be used within five years before the date of the announcement of this tender, approved projects. Bidders are required to provide the customer contact information and the project contract or user certificate as performance evidence. The bid evaluation price will be increased by 1% over the bid price if no valid performance proof material is provided or the performance quantity does not meet the above requirements.

7.Summary Technical Requirements

Quartz Crystal microbalance, 1 set, mainly including Quartz Crystal microbalance, data acquisition software, data analysis software, in which Quartz Crystal microbalance by signal acquisition instrument, cold components and probe composition. The detailed requirements are set out in the tender documents.
