1． 湖北设备工程招标有限公司（以下简称“招标机构”）受业主委托，邀请潜在供货人就移动式生物质粉碎机 及相关服务提交相关资格文件。
2． 项目概况
本次招标拟采购一批移动式生物质粉碎机设备，用于阳光凯迪集团在全国十多个省建设的在建或投产的60余家生物质电厂（30MW）厂内料场或厂外破碎点生物质燃料的粉碎。“十二五”期间，阳光凯迪集团计划在全国十七个省开发建设并投入商业化运行250个30MW的生物质发电厂，装机容量达到750万千瓦。
本次招标内容为三类破碎设备，分别为小、中、大型破碎机，处理对象为稻麦秆等黄色秸秆及树枝、树根、树皮等灰色秸秆，投标人可以投其中一种设备，也可以投所有的设备，要求注明处理何种生物质（黄秸秆或灰秸秆或者两者都可以处理）。
由于招标设备的数量较大、规格较多，拟邀请国内外满足要求的供货商参与。首先对申请报名的潜在供货商资格进行审查，要求提供相关纸质技术资料及视频资料参与资格审查。如有需要，可安排技术交流。资格审查合格者，将被邀请参与投标。

5、 资格审查提交文件包括，但不限于以下：
1）投标设备的制造厂商须具有移动式生物质粉碎机设计与制造的成熟经验，所投设备为非试制品，提交制造商企业资质文件。如由代理商代理，代理商须具备制造厂商有效的授权函，并同时提供代理商企业资质文件。
2）投标人须提供近三年由其承担验收合格、运行成功的同类型移动式生物质粉碎机用户业绩清单，内容包括合同编号、合同日期、用户信息，所供设备规格型号等。
3）供货设备的详细技术资料、产品样本及视频资料。
4）技术服务和售后服务机构情况。
6． 所有资格审查文件于2012年2月10日上午9:30时(北京时间)之前递交到 湖北设备工程招标有限公司 ，允许提前递交。递交方式：直接递交、邮寄、电子文档（电邮）。纸质文件（一式两份）请直接递交或邮寄至招标机构地址，电子邮件请同时发送招标人和招标机构。

Bidding Notice for Purchase of Mobile Crushing Machines for breaking bio substance for Sunshine Kaidi New Energy Group Co., Ltd (the former Wuhan Kaidi Holding Investment Co., Ltd.)

1. Hubei Equipment & Engineering Tendering Co., Ltd (hereinafter referred to as the Tendering Agent), for and on behalf of the employer, invites potential suppliers to submit relative qualification certificates for joining in the bid for supply of Mobile Crushing Machines for breaking bio substance and related services .
2. Project profile
The mobile crushers to be procured in the bid will be used in Sunshine Cadic Group’s more than 60 bio substance power plants (each with a power capacity of 30MW) spreading over more than 10 provinces of the country, of which, some are under construction and the others are already in production, for purpose of breaking the bio fuels within or at the outside of the power plants. During the term of the 12th Five-year Plan, the Sunshine Cadic Group is scheduled to develop, set up and put into commercial operation more than 250 bio substance power plants, each with a power capacity of 30MW. Hence, its total installed capacity will reach 750MW.
The equipment to be procured in the bid will be 3 types of crushing machines, namely small ones, medium sized ones and heavy ones. The material to be crushed will be yellow stalk such as rice and wheat straws, and grey stalk such as twig, root and bark of trees. The bidder shall be allowed to bid for one type of the 3 crushing machines and for all of them. Anyhow, the bidder is required to state which kind of material the crushing machine is able to crush, either the yellow stalk or the grey stalk and both.
Due to the large quantity and a diversity of specifications of the crushing machines to be procured, all suppliers from within China and abroad who is able to meet the requirements are kindly invited to join in the bid. As the first step, we shall review the qualifications of the potential suppliers. Those who are willing to join in, he should firstly provide technical documents in both paper form and video form. If necessary, technical communications will be arranged. Only if the potential supplier has passed the qualification review, he will be invited to join in the bid.

4. Interested potential bidders may obtain further information from Hubei Equipment & Engineering Tendering Co., Ltd and apply for qualification review. Time for checking-in: between 9:30am~16:30pm (Beijing time) from February 1, 2012 to February 9, 2012 (with exception of Saturdays, Sundays and holidays).
5. Documentation for qualification review shall include, but not limit to the following:
1) The manufacturer of bid equipment shall have sophisticated experience in design and fabricate the mobile crushing machines for breaking bio substances. The equipment supplied shall be of non-trial. The manufacturer’s qualification documents shall be provided. In case an agent is nominated to participate in bidding, he should be bestowed with the exclusive and effective authorization from the manufacturer. In addition, he should also provide his own commercial qualification documents.
2) The Bidder shall submit the reference list in the latest 3 years (including contract numbers & dates, customer’s information, type & specification of the supplied equipment) for the similar mobile crushing machines.
3) The detail technical documents, samples and video files of equipment.
4) Status of technical service organizations and after-sale service organizations
6. The qualification review documents should be delivered to Hubei Equipment & Engineering Tendering Co., Ltd on or before 9:30am, February. 10, 2012 (Beijing Time). Delivery in advance shall be permitted. Mode of delivery: direct submission, mail, or e-mail. Paper Documents in duplicate shall be delivered directly to or mailed to the tendering agent, e-mails shall be sent to both the employer and tendering agent.
