1. The People’s Republic of China has received financing from the Asian Development Bank towards the cost of Anhui Huainan Urban Water Systems Integrated Rehabilitation Project, Part of this financing will be used as payments under contract No. HN-BZ-E06: ICB for Equipment for Yincha and Binyang Pump Stations.

2. China International Tendering Co., Ltd (the Procurement Agent), authorized by implementing agency Shou County Water Resources Bureau (the Purchaser), now invites sealed bids from eligible bidders for the supply of goods and related services: Equipment for Yincha and Binyang two pump stations in Shou County, including Vertical synchronous motor, Submersible axial pump, Vertical axial flow pump, Roll-over flap valve, Transformer etc. The delivery time is: Within 6 to 12 months after the signing of the contract. Please refer to bidding documents for details.

3. International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedures and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Interested eligible bidders may obtain further information from Procurement Agent (email address and contact person as shown below) and inspect the Bidding Documents at the address given below during 9:00~11:30 and 13:30~16:00 (Beijing time) on weekdays, excluding holidays starting from July 6, 2020.

5. Qualifications requirements include: (1) Minimum average annual turnover of CNY 60 million calculated as total payments received by the Bidder for contracts completed or under execution over the last Three (3) years (Year 2017-2019); (2) Successful completion as main supplier within the last Five (5) years (Year 2015-bid’s submission), of at least One (1) pump station equipment supply contract at a value of no less than CNY 30 million or equivalent in other currency, with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply); (3) Details for technical experience and production capacity requirements please refer to the Bidding Documents; (4) As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive; and (5) Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 15 million.

6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the Procurement Agent’s address below and upon payment of a nonrefundable fee of CNY1,200 or USD 170. The method of payment will be cash, check or direct deposit to (Bank Account Name: China International Tendering Co., Ltd; Bank: Head Office of Bank of China; Bank Account No.: ********0653). At the written request of the bidder, the bidding documents may be sent be courier, for an additional fee of CNY50. No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the address below at or before 9:30 a.m. (Beijing time), Aug 19, 2020. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 9:30 a.m. (Beijing time), Aug 19, 2020. All bids must be accompanied by a bidsecurity as described in the Bidding Document.

(a) 中国政府已从亚洲开发银行获得一笔贷款，用于支付安徽淮南城市水系综合治理项目，并计划将其部分贷款用于寿县尹岔、宾阳排涝泵站设备供货国际竞争性招标（合同编号：HN-BZ-E06）的合格支出。

(b) 中技国际招标有限公司（“采购代理”）受实施机构寿县水利局（以下称“买方”）委托，现邀请合格的且有资格的投标人就下述货物及相关服务的供应递交密封的投标文件：寿县尹岔、宾阳两个排涝泵站设备，包括立式同步电动机、潜水轴流泵、立式轴流泵、侧翻式拍门、变压器等。交货期为：合同签订后6个月后，12个月前。详细信息请参阅招标文件。

(c) 本次国际竞争性招标采用亚行一阶段-单信封招标程序，所有来自招标文件规定的合格国家的投标人均可投标。

(d) 有兴趣的合格投标人可以从本投标邀请函列明的地址进一步了解有关信息，并自2020年7月6日起，在工作日上午9:00至11:30和下午13:30至16:00（星期六、日和节假日除外）在采购代理处查阅招标文件。

(e) 投标人的资格要求主要包括：（1）最近3年（2017-2019）平均年营业额不少于6000万元人民币；（2）在最近5年（2015-投标截止期）作为主要供应商至少成功完成过1个泵站设备供货合同，并且合同金额不少于3000万元人民币或其他等值货币，合同性质和复杂程度与第6章（需求一览表）中所规定的供货范围类似；（3）投标人应证明所提供的设备须满足的技术经验和技术能力要求详见招标文件；（4）投标人最近一年的净资产（按总资产和总负债之差计算）应是正值；（5）可利用的流动资产，授信额度，以及其他财务资源能够满足1500万元人民币的现金流要求。详细信息请见招标文件。

(f)有兴趣的合格投标人可将购买招标文件的申请递交到本投标邀请函列明的地址，并支付人民币1200元（英文每套）或170美元的不可退还费用。付款方式为现金或电汇（开户行：中国银行总行营业部，户名：中技国际招标有限公司，账号：********0653）。应投标人的书面要求，可通过快递寄送招标文件，额外付费50元/套。针对丢失或延迟递送将概不负责。

(g) 所有投标文件应于2020年8月19日上午9:30（北京时间）之前递交到本投标邀请函列明的地址。迟交的投标文件将被拒绝。开标将在本投标邀请函列明的地址公开进行。投标人可派代表参加开标。开标时间为2020年8月19日上午9:30（北京时间）。投标文件必须包括招标文件中规定的投标保证金。
