中化国际招标有限责任公司（招标机构）受青海盐湖镁业有限公司（招标人）委托，以国际竞争性招标方式邀请合格投标人提交密封投标。
2.招标产品的名称、数量及主要技术要求：
颗粒冷却粉尘收集器 6台

主要技术要求：
* 构造材料：
?钢板和结构型钢的最小厚度应为5毫米，平板法兰的最小厚度不得小于6毫米。
* 壳体和空气室：
?管板的厚度至少为5毫米，并且进行适当的补强。管板的设计必须提供平整的表面，方便在拆卸滤袋、笼子和文丘里管后进行清洗。所设计的管板顶部不允许有突出部分或套环。管板应在含尘空气和过滤空气之间提供气密密封。
?对于每个隔间的滤袋室（入口室），应提供重型、快速打开的气密检修门，尺寸至少为450毫米 x 1120毫米。每扇门至少应有三个铰链以及外部插销和紧固装置，此举可顾及垫片密封收缩，同时也不会产生泄漏。门应该能够在打开位置安放安全挂锁，防止维修人员在里面时意外关闭。设计时应考虑不需要拆卸或更换保温层就能进入。
* 泄漏试验：
?袋式除尘器应在压力/真空下测试，确保料斗、入口和出口室、门和检查舱盖保持在气密状态。应测试管板的泄漏。泄漏测试所用的最小压力应为-8 kPag，最大压力应为13 kPag。
*3. 投标人资格和业绩要求：
(1)投标人必须是制造商并提供各种资质证书的复印件：如营业执照、经营许可证等（复印件须由投标人代表签字或盖章）；
(2)近五年（2007年至2011年），投标人在全球范围内具备为腐蚀性或有毒气体处理设施提供不少于2台类似设备的制造、销售业绩。投标人须在投标文件中提供业绩清单（包括用户名称、联系方式（中国用户）、购置时间、设备型号等信息），并提供能够证明其销售情况的书面材料（证明其销售业绩的合同及合同附件复印件或业主证明，并由投标人代表签字或盖章）；
(3)投标人开立基本账户的银行在开标日前三个月内开具的资信证明的原件或该原件的复印件。国内投标人还须提供中国人民银行营业管理部出具的银行基本账户开户许可证复印件（复印件须由投标人代表签字或盖章）；
(4)投标人须提供有效的ISO9001质量体系认证证书（复印件须由投标人代表签字或盖章）；
(5)按招标文件的格式和内容提供制造商对产品质量保证和售后服务的承诺函。

1.Entrusted by Qinghai Salt Lake Magnesium Industry Ltd. (Tenderee), SINOCHEM International Tendering Co., Ltd. (Tendering Agent) invites sealed bids by international (competitive or invitation) from eligible bidders.

* Material of Construction
?The minimum plate and structural section thickness shall be 5 mm, and minimum thickness for the plate flanges shall not be less than 6 mm.
* Housing and Air Plenums:
?The tube sheet shall have a minimum plate thickness of 5 mm and suitably reinforced. Tube sheet design must provide a flat surface for ease of cleaning after removal of the bags, cages and venturis. Tubesheet design incorporating projections or thimbles on the top side is not acceptable. Tubesheet shall provide an air tight seal between the dust-laden air and the filtered air.
?Heavy duty quick-release, air-tight access doors, 450 mm by 1120 mm minimum size, shall be provided for the filter bag housing (inlet plenum) of each compartment. Each door shall have a minimum of three hinges, external latches and tightening devices which will allow for gasket seal shrinkage and still maintain zero leakage. The door shall be provided with the means to facilitate padlocking in the open position to prevent accidental closing while maintenance personnel are inside. The design shall not require dismantling or replacement of insulation to allow access.
* Leak Test
?The Baghouse shall be tested under pressure / vacuum to ensure that the hoppers, inlet and outlet plenums, door and inspection hatch covers are airtight. Leakage across the Tube Sheet shall be tested. The minimum pressure to be used for leak test shall be -8 kPag, and maximum pressure of 13 kPag.
*3. Qualification and Achievement requirements for (the bidder / manufacturer):
(1)Bidder must be the manufacture and should provide the printed version of various qualification certificates, such as business license and operation license, etc(the signature or sealing by the respective of bidders is needed).
(2)The Manufacturer shall have product at least 2 sets equipment (for other corrosive or toxic gas service) very similar to the proposed one in China and abroad in recent 5 years (2007-2011). A list of reference performance and users for the equipment should be given in the Bid indicating the users names, contact details (for users from China), purchasing date, and equipment models, etc., and supply the written documents to prove that (the copy of sales contracts or demonstration issued by users, and the signature or sealing by the respective of bidders is needed).
(3)The Bidder shall provide a Certificate of Credit Standing from the bank where its basic account opened, issued within three months prior to the date of bid opening in original or its copy. And domestic bidder is also required to provide the copy of Bank Basic Account Opening Permit issued by the Business Administration Department of the People’s Bank of China (the signature or sealing by the respective of bidders is needed).
(4)The bidders should provide valid ISO9001 system (or other equivalent quality management systems) certificates of the manufacturers. (The copy needs to be signed or sealed by the representative of bidders);
(5)Provide the quality assurance and after-sales service commitment issued by the manufacturer according to the format and content of the Bidding Documents.

5.Interested manufacturers may purchase Bidding Documents at the place hereafter from 7th May, 2012 till 29th May, 2012 during the period 08:30~16:30 (Beijing time) upon non-refundable payment of RMB 1,000.00 or USD150.00 for each complete set of bidding documents (For mail order, an additional RMB 100.00 or USD 50.00 for each set is requested.)
