世界银行向中华人民共和国就徽养老服务体系建设示范项目提供了1.18亿美元的贷款,其中部分的贷款资金将用于项目管理和能力建设咨询服务。

本项目的实施内容包括四个相互关联的组成部分:(a)支持提升政府监管能力;(b)加强社区和居家养老服务;(c)加强护理服务实施和管理;以及(d)项目管理、监测和评估。

咨询服务包括为世行办及项目实施机构提供专业化的项目管理建议和技术支持,包括项目的实施管理(采购及合同管理、财务管理包括贷款支付、进度报告、项目调整、项目完工、翻译等各个阶段的工作),工程管理、监测与评估、技术咨询管理等。

服务期间预计实施时间为38个月。预计咨询服务开始时间为2020年10月,预计结束时间为2023年12月31日。总预算为360万元人民币。

安徽省民政厅项目管理办公室现邀请合格的咨询公司提交该项目咨询服务意向函。投标者需要提交可以证明其完全胜任本项目服务的资料(如公司介绍宣传册、相关项目经验介绍、拟投入人员能力等)。咨询公司应该在近五年内至少成功完成一个由国际金融组织贷款的类似项目规模项目的工程管理、设计或设计咨询等,并能够提供合同等证明材料。提供养老服务、建筑工程、财务管理、采购管理、培训管理等相关领域专家资源。具备中国本地工作经验,熟悉养老服务行业发展现状和相关政策法规者,同时具有国际项目经验者将优先考虑。具备良好的翻译能力,提供中英双语报告,确保翻译质量。项目管理咨询公司主要专家应该熟练使用英语,具备和世行专家英语语言交流的能力。

有兴趣的咨询顾问应注意世行2011年1月发布的指南:《国际复兴开发银行贷款和国际开发协会信贷和赠款世界银行借款人选择和聘请咨询顾问指南》(以下简称“顾问指南”)第1.9节世行对利益冲突的政策规定。

咨询顾问可与其他公司联合组成联营体或分包咨询顾问的形式以提高自身资质能力。

咨询顾问将依据咨询顾问指南中规定的基于咨询顾问质量和成本的选择(QCBS)方法进行选择。

World Bank Loan Anhui Aged Care System Demonstration Project

Assignment Title: Selection of project management consulting firm

Reference No.: NLJQ-S3

The People's Republic of China has received financing in the amount of USD 118 million equivalent from the World Bank towards the cost of the Anhui Aged Care System Demonstration Project, and intends to apply part of the proceeds for project management consulting services.

The project will include the following four interrelated components: (a) Support the improvement of government regulatory capacity; (b) Strengthening community and home pension care services; (c) Strengthen the implementation and management of nursing service; (d) Project management, monitoring and evaluation..

Consulting services include providing professional project management suggestions and technical support to the World Bank project offices of the Provincial Department of civil affairs and municipal project offices, including project implementation management (procurement and contract management, financial management, including loan payment, progress report, project adjustment, project completion, translation, etc.), project management, monitoring and evaluation, and technical consulting management, etc..

The estimated implementation time of this consulting service is 38 months. The estimated start time of consulting services is October 2020, and the expected end time is December 31, 2023. The total budget of the project is 3.6 million.

The Anhui Provincial Department of Civil Affairs Project Management Office now invites eligible consulting firms to express their interest of providing the services. Interested Consultants should provide information demonstrating that they are fully qualified for the assignment (such as the brochures of firm introduction, related similar experiences, overall staff capacity, etc.). The consulting company should successfully complete the engineering management, design or design consulting of a similar project scale project loaned by an international financial organization in the past five years, and be able to provide contract and other supporting materials. Provide expert resources in related fields such as pension services, construction engineering, financial management, procurement management, training management, etc. Those with local work experience in China, familiar with the development status of the pension service industry and related policies and regulations, and those with international project experience will be given priority. Possess good translation ability, provide bilingual reports in Chinese and English to ensure translation quality. The main experts of the project management consulting company should be proficient in English and have the ability to communicate with the World Bank experts in English.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowersdated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality-and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
