1.招标条件 Tender Invitation Condition

根据中国建筑股份有限公司（以下简称：中建股份公司）采购管理方针，安装华南经理部 （单位/区域）马来西亚富力公主湾E5机电安装工程项目（劳务分包）已具备招标条件，招标人为安装华南经理部 ，现进行公开招标。

Pursuant to the China State Construction Engineering Corporation Ltd. (hereinafter referred to as: China State Construction Corporation) procurement management policy, HUANANJINGLIBU (company/ region) being the M&E Package Contractor for R&F Tanjung Puteri Project (R&F Princess Cove Project) Phase Two Lot E5 M&E Installation and Construction has qualified himself for tender invitation and now would call for tender.

2.项目概况与招标内容 Project Introduction & Tender Content

1)1.1马来西亚富力公主湾E5项目机电总承包工程裙楼1-7层B-T至2/B-Z~~1/B-01至B-13、塔楼B3A-1、B3A-2机电安装工程等施工图纸中的所有水电安装工程【不含B3A-1二十三层以下、B3A-2 二十二层以下预留预埋工程及B3A-1/2 九至十一层户内及公区给排水安装工程】，B3-1/2机电安装工程【四十一层以上预留预埋、三十层以上机电安装】如果分包工作不能满足总包方要求，总包方将指定其他分包施工，分包不得有异议。

All mechanical and electrical installations in the construction drawings such as the BT to 2 / BZ ~~ B-13 to B-29 towers B3-1 and B3-2 of the mechanical and electrical general contracting works of the R & F Princess Bay E5 project in Malaysia Works [excluding B3-1 below the 14th floor, B3-2 below the 13th floor reserved embedded project and B3-1 / 2 9th floor public area and indoor electromechanical installation engineering],B3-1/2 Mechanical and Electrical Installation Engineering [Reserved and embedded above 41 floors, above 30 floors of mechanical and electrical installation] if the subcontracting work cannot meet the general contract The party requires that the general contractor will designate other subcontracting constructions, and there shall be no objection to the subcontracting.

业主提供标准及施工图纸范围内给排水、电气工程安装、调试、验收等工作内容。

The owner shall provide work contents such as water supply and drainage, electrical engineering installation, commissioning, and acceptance within the scope of the standards and construction drawings.

2）办理水电工程有关的许可和批准手续:检测、水电验收等一切与水电工程有关的工作内容。

Handling and application of permit for all work related to ELEC And P&Sworks, including HVAC reporting and HVAC acceptance

2.3招标结果适用范围：马来西亚富力公主湾E5机电安装工程项目-水电专业劳务分包招标 （项目/城市/区域/时间区间等信息）。

3.投标人资格要求 Bidder qualification requirements

3.1本次招标要求投标人须具备安全生产许可，具备/业绩，并在人员、设备、资金等方面具备相应的能力。

This bidder must posses safetyproduction licenses, ___project reference/value, and capabilities in terms of personnel, equipment, and funds.

3.2本次招标不接受（接受或不接受）联合体投标。联合体投标的，应满足下列要：/。

3.3可以开具当地工程发票。

Eligible to issue VAT/SST/Tax invoices.

符合上述条件，经招标人招标工作组资格审查合格后，才能成为合格的投标人。

4.投标报名 Tender Registration

4.1报名时间：截止2021年1月4日17:30，逾期不再接受投标单位的报名。

RegistrationDeadline: September 28, 2020, 17:30, no registration shall beaccepted after the deadline.

4.2报名方式：Method of Registration

网络报名，通过“云筑网中建集采平台”（网址http://jc.yzw.cn）上进行报名，不接受其他方式报名。

Bidder/Bidder may register online through the "YUNZHUWANG" (website http://jc.yzw.cn). No other method is accepted.

4.3说明：已在云筑网完成正式供应商注册的投标人，直接登录平台输入用户名和密码，成功登录后签收对应的招标公告并点击报名；未在云筑网注册的投标人，需先通过平台网页进行注册，注册信息通过审核合格后，再进行报名。

Note: Bidders who have completed formal supplier registration in Yunzhuwang may log in directly to the platform by entering their username and password and click on the relevant tender notice for participation confirmation. For those who have not registered themselves in Yunzhuwang must go through the platform registration and only able to participate in this tender after passed evaluation.

5.资格审查 Qualification Evaluation

5.1资格免审：有以下情形的投标人可以免去现场资格审查环节。

Qualification exemption: Bidders who met the following conditions can be exempted from on site qualification review

（1） 本单位在册合格分包商 。Qualified subcontractors registered in the system

（2） 本单位核心层分包商 。Core subcontractor in the system

5.2资格审查资料清单List of Qualification Evaluation Documents

（1）中国分包投标单位提供营业执照、资质证书、安全生产许可证，三证原件（正副本均可），提供一套复印件加盖公章存档使用。

Chinese Subcontractor shall provide business licenses, qualification certificates, production safety permits either in the form of original or duplicate with official seals for record purpose.

（2）马来西亚分包投标单位提供SSM、CIDB，两证原件（正副本均可），提供一套复印件加盖公章存档使用

Malaysian Subcontractor shall provide SSM, CIDB licenses either in the form of original or duplicate with official seal for record purpose.

（3）法定代表人身份证明及法定代表人授权书证明原件，格式参照招标公告附件。

Legal representative"s identity proof and original authorization letter, refer to “Tender Notice Format”.

（4）在/有固定的办公场所和专职管理人员证明资料（投标企业办公场所权属证明或有效租赁合同原件、管理人员花名册），提供一套复印件加盖公章存档使用。

Posses office premises and full-time management personnel in _______with proof of office premises agreement or office rental agreement, organization chart of management personnel in one copy with official seal for record purpose.

（5）中建股份公司下属单位提供的合作业绩证明文件原件，要求有中建股份所属分子企业的采购部门签字盖章确认。

Original document of past record/project reference with China State Construction Engineering Corporation Ltd. sub companies with official seal & signatory by the sub company’s purchasing department.

（6）投标单位资信等级证书，质量、环境、职业健康安全管理体系认证证书原件。

Original certificate for credit rating, quality, environment, and occupational health and safety management .

（7）招标公告中4投标人资格要求中所列必须条件的证明资料原件。

Certified True Copy of the document as per required in Item 4.

以上1-3项资料为通用要求，适用于所有招标情况，4-7项根据具体招标品类进行选用。

The above Item 1-3 items are general requirements which are applicable to all bidding situations. Item 4-7 items are selective according to specific bidding categories.

（3）投标人应携带相应资料在规定时间内到指定地点进行资格审查，逾期无效。

The bidder shall bring all the relevant documents to the designated place for qualification evaluation within the specified time, shall deem void after the deadline.

（4）提供虚假资资格审查资料的投标人，任何时候一经发现，取消其投标资格。Bidders who provide virtual fake capital qualification review materials will be disqualified from bidding at any time.

6.招标文件的发放 Issuance of Tender Documents

7.投标保证金及费用 Tender Bond & Fees

以获取的招标文件为准，账户对公办理，不接受个人汇款，投标人以投标公司的账户转账。

Depends on the bidding documents obtained, payment must be processed through company bank account whereby personal remittances are not accepted.

7.3投标人在递交书面投标文件时，应出示投标保证金已缴纳的凭证，没有按时缴纳投标保证金的投标人，取消其本次投标资格。

The bidder must provide proof of payment during the submission of tender document and shall deem void if didn’t pay on time.

7.4投标保证金的退还：

Refund of Tender Bond

（1）中标单位的投标保证金自动转为履约保证金的一部分。

The Tender Bond shall be converted to performance bond (partial) if the bidder has won the tender.

（2）未中标的投标人提供收据和投标人收款账号信息，由招标人在确定中标单位后/个工作日内无息退还给相应投标人。

The tender bond refund will be processed within ___working days without interest payable to participant’s who didn’t win the tender based on proof of payment and bank information provided.

（3）中标单位的投标保证金在本次招标履约完毕后，经中标单位申请，招标人核实后/个工作日内无息退还给相应单位。

After completion of performance, the bid winner may apply for bond refund. The refund shall be done within ____working days without interest payable upon verification.

7.5投标人因参与本次投标所发生的其他任何费用，均由投标人自行承担。
