The Project Management Office of Harbin GEF Large City Congestion and Carbon Reduction Project (hereinafter referred to as Harbin PMO ) advertised the Project information on the United Nations development business, China procurement and Bidding net to request the Expression of Interests (EOI) for the Project. Twelve (12) consultants submitted EOIs before the deadline. Six consultants were shortlisted after careful evaluation of the EOIs submitted and receipt of the no objection for the proposed shortlist from the Bank. By the date of proposal submission deadline, 4 proposals were received as specified in the table below.

The proposals were evaluated by the Evaluation Committee in accordance with the principle, procedure and recommended evaluation scoring system of the Bank. The scores of the 4 consultants that submitted proposals are as follows:

3.The prices offered by each consultant as read out and as they have been evaluated

From the technical proposal evaluation result, WB Group Consulting(Shenzhen) Ltd in joint venture with Harbin Institute Of Technology（Sub-consultant） was evaluated the highest score of the technical proposal. The Financial Proposal of HJI Group Corporation(lead partner) in joint venture with Shanghai WSP Consulting Limited, Shenzhen Urban Transport Planning & Design Institute Co.,Ltd. , Shenzhen Urban Transport Planning Center Co.,LTD and WB Group Consulting(Shenzhen) Ltd in joint venture with Harbin Institute Of Technology（Sub-consultant） were publicly opened and its detailed information is as follows according to the procedure for QCBS selection.

4.The final combined scores and the final ranking of the consultants

As QCBS adopted for this assignment, the consultant with the highest combined technical and financial Proposal scores- Shenzhen Urban Transport Planning Center Co., LTD was invited to negotiate the contract.

5.The name of the successful consultant and the total price, duration and summary scope of contract

After contract negotiation, Shenzhen Urban Transport Planning Center Co., LTD was awarded the contract with the contract price CNY 1,153,712 inclusive of local indirect taxes. The entire study shall be completed within 15 months after the contract signed. This topic aims to conduct research on traffic impact assessment from the aspects of easing unban traffic congestion, reducing carbon emissions and implementing the strategy of traffic leading urban development so as to achieve the purpose of coordinated urban development and environmental sustainability.

根据评审结果，施伟拔咨询（深圳）有限公司（主导方）联合哈尔滨工业大学（分包）获得最高技术得分。按照基于质量和费用的选择方法，公开开启了哈莫尼集团公司（主导方）联合上海科进咨询有限公司、深圳市都市交通规划设计研究院有限公司、深圳市城市交通规划设计研究中心有限公司及施伟拔咨询（深圳）有限公司（主导方）联合哈尔滨工业大学（分包）提交的财务建议书，详细信息如下：

鉴于本咨询任务采用基于质量和费用的选择方法，深圳市城市交通规划设计研究中心有限公司为建议书综合得分最高的咨询机构被邀请进行合同谈判。
