  简要规则描述：本项目为各类整治劳务作业服务，主要工作内容包括：小区无五违整治，整治新增违建、违规改造住房等情况；整治未经批准、擅自设置的广告、店招；沿路沿街影响市容景观或有安全隐患的雨棚、招牌、广告等的整治；对城管微平台、城运中心派遣的、需要动用设施、装备的工作项目进行应急处置；对城管和各工作站的联合整治、巡查中发现的沿路沿街影响市容或有安全隐患的堆物进行暂扣或应急处置；对楼道堆物，小区公共部位破坏绿化铺路等整治；对地下食品加工点整治，活禽无害化处理；河道两岸整治，林地综合整治；对城仓库内收缴的物品、杂物进行整理、清理等。（具体详见第三章采购需求书）

  Brief Specification Description:This project provides various types of labor services for rectification. The main work content includes: rectification of the five violations in the community, rectification of new illegal construction, illegal housing renovation, etc.; rectification of unauthorized advertisements and shop signs; rectification of awnings, signs, advertisements, etc. along the roads and streets that affect the city appearance or pose safety hazards; emergency disposal of work projects dispatched by the urban management micro-platform and the urban transportation center that require the use of facilities and equipment; temporary detention or emergency disposal of piles of objects along the roads and streets that affect the city appearance or pose safety hazards found during joint rectification and inspections by the urban management and various workstations; rectification of piles of objects in corridors, damage to greening and paving in public areas of the community, etc.; ( please see Chapter 3 )

  二、申请人的资格要求

  2. Qualification Requirements for Suppliers

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China";

  (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

  (b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures to increase the share of small and medium-sized enterprises in government procurement and support small and medium-sized enterprise policies: This project is specifically for procurement of small and micro enterprises , and no price discounts will be applied to the products of small and micro enterprises during the evaluation . (2) Support welfare units for the disabled and treat them as small and micro enterprises;

  (c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
  （4）本项目不允许转包。
  

  (c)Specific qualification requirements for this program:（3）Must be a legal person or unincorporated organization established in accordance with the law within the territory of my country (this project does not allow branches to participate in procurement activities in their own name);
  （4）Subcontracting is not allowed for this project.
  

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；

  (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People"s Republic of China";

  (ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

  (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn);
