  简要规则描述：2025年惠南镇积水点改造工程物探。主要工作内容：根据《城市地下管线探测技术规程(CJJ61-2017)》要求，地下管线探测对象是指探测区内埋设于地下的上水、雨（污）水、燃气、电力、电信（含光缆）、热力、工业管道等市政和公用管线及铁路、民航、军用等其他专用管线。对工作范围内各种管线编制外（内）业点号，探明工作范围内地下管线的平面位置（管线点坐标）、地面高程、埋深和走向，并调查其管种、材质、管径、流向、压力（或电压）、总孔数。具体项目内容、采购范围及所应达到的具体要求，以磋商文件相应规定为准（详见采购需求）。

  Brief Specification Description:Geophysical exploration for the water accumulation point renovation project in Huinan Town in 2025. Main job responsibilities: According to the Technical Regulations for Detection of Urban Underground Pipelines (CJJ61-2017), the detection objects of underground pipelines refer to municipal and public pipelines such as water supply, rainwater (sewage), gas, electricity, telecommunications (including optical cables), heat, industrial pipelines buried underground in the detection area, as well as other specialized pipelines such as railways, civil aviation, and military. Assign external (internal) site numbers to various pipelines within the scope of work, determine the plane position (pipeline point coordinates), ground elevation, burial depth, and direction of underground pipelines within the scope of work, and investigate their pipe type, material, diameter, flow direction, pressure (or voltage), and total number of holes.   二、申请人的资格要求

  2. Qualification Requirements for Suppliers

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China";

  (b)落实政府采购政策需满足的资格要求：鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货等政府采购政策。

  (c)本项目的特定资格要求：3、其他资格要求：
  (1)本次采购需要网上响应，供应商必须获得上海市电子签名认证证书（CA认证证书）；
  (2)具有有效的营业执照或相关证件；
  (3)具有工程勘察专业资质：岩土工程专业（岩土工程物探测试检测监测）乙级及以上；
  (4)具有承接本项目的人员、设备及其他条件；
  (5)具有良好的商业信誉和健全的财务会计制度；
  (6)有依法缴纳税收和社会保障资金的良好记录；
  (7)供应商在近三年内无违法犯罪记录；
  (8)未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商；
  (9)法人依法设立的分支机构以自己的名义参与磋商时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面声明。法人与其分支机构不得同时参与同一项目的采购活动；
  (10)本项目专门面向中小型企业采购；
  (11)是否允许联合体响应：不允许。

  (c)Specific qualification requirements for this program:3. Other qualification requirements: (1) This procurement requires online response, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) Having a valid business license or relevant documents; (3) Having professional qualifications in engineering survey: Grade B or above in geotechnical engineering (geotechnical engineering geophysical testing, detection and monitoring); (4) Having the personnel, equipment, and other conditions to undertake this project; (5) Having a good business reputation and a sound financial accounting system; (6) Have a good record of paying taxes and social security funds in accordance with the law; (7) The supplier has no criminal record in the past three years; etc
