1、项目背景
　　天津市委、市政府为落实“科教兴国”战略，制定了发展教育事业的规划，提升天津市整体教育水平。西青区区委、区政府根据市委、市政府关于加快中小学布局调整，推进示范性普通高中建设的决定，根据该区基础教育的现状及需求，提出建设一所设施齐全、设备先进、教育质量高的第九十五中学示范校。
　　天津市西青区第九十五中学示范校建设是落实市委、市政府“天津市2006年改善城乡人民生活20件实事的决定”的重要举措，符合市教委、市财政局有关中小学布局调整实施意见的要求，项目的实施将会解决西青区中南部区域以及新建区域学生的就近入学问题，促进西青区基础教育水平的提升。

　　2.2、征集内容：天津市西青区新建第九十五中学示范校总体规划及详细方案设计
　　2.3、项目所在位置：天津市西青区大寺镇贾庄子新村南榆林路与津港公路交汇处
　　2.4、建设规模：规划用地约119500平方米（约合179.25亩），建设可用地面积119500平方米（约合179.25亩）。
　　2.5、征集方式：公开；
　　2.6、本次方案的设计周期要求：45天
　　2.7、建设内容：
　　天津市西青区新建第九十五中学示范校拟建设包括：教学、生活附属及体育设施在内的建筑群，具体建设内容包括：教学楼、实验楼、综合楼、图书馆、报告厅等教学设施，食堂、宿舍楼等生活附属设施，体育馆、游泳馆、标准400m田径场及足球、篮球和排球运动场地等体育设施，总建筑面积约73000平方米，本工程建安费用拟投入约为：2.8亿元。
　　3、对参赛单位的要求
　　本项目欢迎国内外具备规划或建筑工程设计甲级资质（或相当）的建筑设计单位前来投标。参赛单位必须具备独立法人资格，并且完成过类似项目的设计工作。
　　4、报名方式
　　参赛单位可通过以下方式进行报名：
　　4.1、参赛单位应在报名时提供以下相关证件：
　　（1） 有关确立法律地位原始文件的副本（包括：营业执照或法人代码证，资质证书）；
　　（2）完成或正在设计的与招标内容类似的工程项目情况；
　　（3）拟主持本次设计方案工作的建筑师简介、业绩及个人设计资质证书；
　　（4）信誉情况及其它能反映参赛单位能力及经验的资料；
　　（5）授权委托书和经办人身份证。
　　4.2、参赛单位到天津市诚信招标有限公司403室进行报名（地址：天津市河西区宁波道15号）；
　　以上证件须提供加盖设计单位公章的复印件一份。所有要求提供的资料必须真实、齐全，否则报名将不予接受。
　　5、取得正式参赛资格的确认方法
　　当报名设计单位数量超过 5 家时，在报名截止时间后，建设单位将以书面的方式通知所有的参赛单位是否进行资格预审，或者通知获取征集书的时间、地点和方式。
　　6、报名截止时间
　　报名截止时间:2008年6月10日17时00分（北京时间）。
　　7、其它条款
　　（1）每个投标单位可以自己单独或组成联合体的形式参加投标。如是联合体参加竞赛，在报名时应提供联合体协议书原件。
　　（2）本次招投标活动仅适用于中华人民共和国的相关法律。

Newly Built Up No. 95 High school Xiqing District Tianjin

　　1. Background of project
　　To carry out the strategy of Science and Education Flourish the Country, CPC Tianjin Commission and municipal government formulated the plan to develop education and upgrade overall educational level in Tianjin. Based on decision of CPC Tianjin Commission and municipal government to speed up the regulation on overall arrangement of primary and high schools and boost construction for demonstrative senior high school and current basic education and demand in the district, CPC Xiqing District Commission and district government put out the construction of No.95 High School with complete facility, advanced equipment and education quality.
　　Construction of No.95 High School Xiqing District Tianjin is an important action to carry out the Decision by CPC Tianjin Commission and municipal government on 20 Practical Things to Improve People’s Life in the City and Countryside in 2006 in Tianjin, meet requirement of Tianjin Education Commission and Tianjin Finance Bureau on Implementation of regulation on overall arrangement of primary and high schools, implementation of the project will solve the schooling problem for students in the middle and south area and new area of Xiqing District and improve the basic education level in Xiqing District.

　　2.4. Construction scale: land occupation planned is about 119,500 m2 (about 79.25 mu) and land area available for construction is about 119,500 m2 (about 79.25 mu).

　　Construction of No.95 High School includes: teaching building, experiment building, comprehensive building, library, report hall, dinning hall, dormitory building and sport facility like gymnasium, swimming hall, standard sports ground of 400 m, and sports field for football, basketball and volleyball totaling 73000 m2 of construction area. Building and installation cost for the project is about RMB 280 million yuan.

　　We welcome architecture designers both at home and abroad with qualification A (or equal) for planning or architecture works to bid. Participants must be independent legal person with experience for similar design.

　　One copy of the certificates above should be offered with stamp of the designer. All information offered must be true and complete, otherwise signing up may be refused.
　　5. Qualification confirmation
　　When designers signed up are more than 5, construction unit will inform participants in writing after ending of the sign up about pre-examination on qualification or the time, location and mode to obtain the collection instruction.

　　The sign up will end on 17:00 June 10 2008, Beijing Time
