中国中元国际工程有限公司提交的标书不满足资格要求：

Thebiding document submitted by China IPPR International Engineering Corporation failed to meet thequalification requirements:

（1）不满足招标文件第三章2.2.2款 1.换热器机组的要求，没有提供“具有本次招标同型号产品国家级权威部门出具的热工测试报告，并提供计算书。”本次招标采购的换热机组型号为3.5MW、6MW、10MW、12.5MW四种型号，招标文件要求换热机组提供“国家级质量监督检验中心出具的检验报告”；换热器提供“权威部门出具的热工性能测试报告”。投标人中国中元国际工程有限公司投标文件中上述四种型号换热机组无国家级质量监督检验中心出具的检验报告；其提供的换热机组检测报告型号为“JZ-EAH10BW-2.2和LBJ-BXC-0.07MW”,与投标文件中换热机组工艺计算书中型号不一致，同时也与招标文件要求不符。换热器无权威部门出具的热工性能测试报告，其提供的板式换热器热工测试报告为型号为“E20BW-1.6/150-15-JYD和BR0.62” 与投标文件中换热机组工艺计算书中型号不一致，同时检测时间为2015年和2009年，采用的检测依据为已废止的规范。

(1) Failed to meet the requirements of theParagraph 2.2.2 under Section 3 in the Bidding Document: 1. Heat exchanger units,failed to provide " With the same product thermal test report issued bythe national authoritative department as well as the calculation sheet".The models of the purchased heat exchanger units in this bidding were 3.5MW,6MW, 10MW, 12.5MW. The Bidding Document requires heat exchange units to providethe "testing report issued by national quality supervision and inspectioncenter"; Heat exchanger shall provide the "testing report of thermalperformance issued by authoritative department." The four types of heatexchanger units in the Bidding Document submitted by the bidder China IPPR International Engineering Corporation didnt attach the testing report issued by national quality supervision andinspection center; The models of heat exchanger units in the testing reportprovided by the company were "JZ-EAH10BW-2.2 and LBJ-BXC-0.07MW",which are not only inconsistent with the model of the heat exchanger units inthe bidding documents and calculation sheet, but also inconsistent with therequirements of the Bidding Documents. Heat exchangers failed to possess thetesting report of thermal performance issued by authoritative department, thethermal testing reports of panel heat exchangers provided were"E20BW-1.6/150-15-JYD and BR0.62", which are inconsistent with themodel of heat exchanger units processing calculation sheet in the the BiddingDocument. At the same time, the testing times were 2015 and 2009 when thetesting basis has been regarded as abolished regulations.

(2)不满足招标文件第三章2.2.2款1.2阀门的制造商的要求，电动调节阀制造商、电磁阀制造商无相应等级特种设备制造许可证（压力管道）压力管道元件的制造许可证书；其他阀门产品提供了制造许可证书；

(2) Failed to meet the requirements ofParagraph 2.2.2, under Section 3 in the Bidding Document: 1.2. valvemanufacturers. electric control valve manufacturers, magnetic valvemanufacturers failed to possess the manufacturing license for pressure pipecomponents regulated by manufacturing license of special equipment (pressurepipe); other valve products provided manufacturing licenses;

(3)不满足招标文件第三章2.2.2款5. 超声波热量计的要求，所投产品只提供了DN100-DN300的《计量器具型式批准证书》，无DN300以上口径的《计量器具型式批准证书》；

(3) Failed to meet the requirements ofParagraph 2.2.2 under Section 3: 5. requirements of ultrasonic calorimeter. Thebid products only provided the Type Approval Certificate of MeasuringInstruments of DN100-DN300. However, there was no Type Approval Certificate ofMeasuring Instruments for products with diameter of DN300 or above;

2.华夏汉华化工装备公司提交的标书不满足资格要求：

Thebiding document submitted by Huaxia Hanhua Chemical Equipment Co., Ltd. failedto meet the qualification requirements:

(1)不满足招标文件第三章2.2.1款“在开标日前过去10年里，作为主要供货商，成功完成至少5个国际金融组织贷款或外国政府贷款集中供热项目合同”的要求，提供的六个合同中，只有四个合同满足招标文件要求；利用日本协力银行贷款吉林省吉林市环境综合治理项目，合同性质和复杂程度与第六章规定的供货范围不符；利用德国促进贷款青岛开源集团徐家东山集中供热项目，合同所供产品为球阀，性质和复杂程度与第六章规定的供货范围不符；

(1) Failed to meet the requirements ofParagraph 2.2.1 under Section 3 of the Bidding Document, that is "In the10 years before the opening date of bidding, as the main supplier, the companyshall successfully complete at least 5 contracts of central heating projectwhich obtain loans from international financial organizations or foreigngovernment loans; among the six contracts provided, only four contracts met therequirements of the bidding documents; the contract nature and complexity ofenvironmental management projects of Jilin City, Jilin Province throughutilizing the loads from Japan Bank for International Cooperation wereinconsistent with the supply scope stipulated in Section 6; in the centralheating project of Xujia Dongshan of Qingdao Kaiyuan Group by utilizing theGerman promotion loads, the product supplied by the contract is a ball valve,and the contract nature and complexity were inconsistent with the supply scopestipulated in Section 6;

(2)不满足招标文件第三章2.2.2（3）款“在过去5年至少有1个合同不低于52台套换热机组。”的要求，利用法开署贷款济南热力有限公司供热管网综合节能技术改造项目合同为换热器，不满足招标文件中“不低于52台套换热机组”的要求；

(2) Failed to meet the requirements ofParagraph 2.2.2 (3) under Section 3 of the bidding document: "in the past5 years, there is at least 1 contract inferior to 52 sets of heat exchangeunits."; the comprehensive energy-saving technological transformationproject contract of Jinan Heating Co., Ltd. by utilizing the loans from AFD isthe heat exchangers, which failed to meet the requirements of "not lessthan 52 sets of heat exchange units" in the bidding document;

(3)不满足招标文件第三章2.2.2款1.1水泵、1.2阀门制造商的要求，阀门制造商无止回阀、安全阀、排污阀、电动调节阀、电磁阀的相应等级特种设备制造许可证（压力管道）压力管道元件的制造许可证书、水泵制造商无420M3/h以上水泵产品中国节能产品认证证书；

(3) Failed to meet the requirements ofRequirements of 1.1 Pump and 1.2 Valve Manufacturers in Paragraph 2.2.2 underthe Section 3 of the Bidding Document. Valve manufacturer , failed to possessthe corresponding manufacturing license for pressure pipe components of specialequipment (pressure pipe) such as check valve, relief valve, blowdown valve,electric control valve, magnetic valve; water pump manufacturer , does notpossess the authentication certificate of CECP for water pump with 420M3/h orabove;

(4)不满足招标文件第三章2.2.2款5.超声波热量计的要求，无DN300以上口径的《计量器具型式批准证书》；

(4) Failed to meet the requirements ofParagraph 2.2.2 under Section 3 of the Bidding Document: 5. requirements ofultrasonic calorimeter. there was noType Approval Certificate of Measuring Instruments for products with a diameterof DN300 or above;

3.江苏舜天国际集团机械进出口有限公司提交的标书不满足资格要求：

Thebiding document submitted by Jiangsu Sainty Machinery Imp.&Exp. Co., Ltd.failed to meet the qualification requirements:

(1)不满足招标文件第三章2.2.1款合同经验的要求，提供的六个合同均不满足招标文件要求，合同性质和复杂程度与第六章规定的供货范围不符；

(1) Failedto meet the requirements of the contract experience of Paragraph 2.2.1 under Section3 of the Bidding Document, the six contracts provided failed to meet therequirements of the Bidding Document, and the nature and complexity of thecontract were inconsistent with the supply scope specified in Section 6;

(2)不满足招标文件第三章2.2.2款 1.换热器机组的要求，换热器机组只提供了3MW机组的国家级权威部门出具的热工测试报告，其他型号均未提供；

(2) Failed to meet the requirements of heatexchanger units in the Paragraph 2.2.2 under the Section 3 of the BiddingDocument; the heat exchanger units only provided the thermal testing report of3MW units issued by national authoritative department, while other modelsfailed to provide;

(3)不满足招标文件第三章2.2.2款1.2阀门制造商的要求，电动调节阀制造商无相应等级特种设备制造许可证（压力管道）压力管道元件的制造许可证书；蝶阀制造商、球阀制造商类似供货经验：无使用方证明；安全阀未提供任何资料；

(3) Failed to meet the requirements of valvemanufacturers in Paragraph 2.2.2 under Section 3 of the Bidding Document, theelectric control valve manufacturer failed to possess the manufacturing license for pressure pipe componentsregulated by manufacturing license of special equipment (pressure pipe);Butterfly valve manufacturer and ballvalve manufacturer have similar supplyexperiences: No user proof; Relief valve did not provide any information;

(4)不满足招标文件第三章2.2.2款5.超声波热量计的要求，无DN40以上口径的《计量器具型式批准证书》、无DN125以上的销售业绩；

(4) Failed to meet the requirements inParagraph 2.2.2 under Section 3 of the Bidding Document: 5. requirements ofultrasonic calorimeter. Failed to provide the sales performance of TypeApproval Certificate of Measuring Instruments for products with a diameter ofDN40 or above and DN125 or above;

4.中蓝国际化工有限公司提交的标书不满足资格要求：

Thebiding document submitted by China Bluestar International Chemical Co., Ltd.failed to meet the qualification requirements:

(1)不满足招标文件第三章2.3.1款“投标人最后一年的净资产（按总资产与总负债之差计算）均应为正值”的要求，最后一年的净资产（按总资产与总负债之差计算）为负值。

(1) Failed to meet the requirements inParagraph 2.3.1 under Section 3 of the Bidding Document,The net asset for thelast year (calculated by the total assets minus the total liability) was anegative value.

经评标委员会对所有投标人的审查，中国中元国际工程有限公司、华夏汉华化工装备公司、江苏舜天国际集团机械进出口有限公司、中蓝国际化工有限公司四家投标人均存在不满足招标文件要求的情况，评标委员会认为四家投标人出现的问题均为主要偏差，无一家合格投标人，因此该项目缺乏竞争性，建议废标并重新组织招标。

Afterthe Bid Evaluation Committee reviewed of all bidders, China IPPR InternationalEngineering Corporation, Huaxia Hanhua Chemical Equipment Co., Ltd., JiangsuSainty Machinery Imp.&Exp. Co., Ltd. and China Bluestar InternationalChemical Co., Ltd. all failed to meet the requirements of the Bidding Document.The Bid Evaluation Committee believed that four bidders made major deviationsand there was no qualified bidder. Therefore, the project lacks of competitionand it is proposed that the bids be cancelled and re-organized.
