任务名称：社会安保和社会发展外部监测评估工作

青海省海东城乡环境综合治理亚行青海海东城乡环境综合治理项目（以下称为项目），并计划将部分贷款用于咨询服务。

咨询服务（以下称为服务）包括提供社会安保和社会发展外部监测评估工作。总体咨询投入估算，40个人月，直到2020年12月底。预算14.5万美元。

项目办现邀请合格的咨询公司（以下称为“咨询顾问”）表达其对于提供上述服务的意向书。有兴趣的咨询方应提供其具备必要的资格和可执行该服务的相关经验的信息。

短名单评审标准为：

1、公司经验和业绩；

2、技术实力；

3、主要业务人员的资格和胜任能力；

有意向的顾问应注意亚洲开发银行指南中规定的有关利益冲突的政策。

咨询顾问可与其它公司以联营或分包的形式提交意向书，以提高其资质。

咨询顾问将按照顾问指南中CQS的选择方法选出。

Task Name: External Social Safeguard and Social Dimensions Monitoring and Evaluation

Qinghai Haidong Urban-Rural Eco Development Project Construction Management Office obtains the ADB loan to carry out Qinghai Haidong Urban-Rural Eco Development Project (hereinafter, the “Project”) and plans to use part of the loan for the purpose of consulting services.

The consulting services (hereinafter, the “Services”) include the provision of External Social Safeguard and Social Dimensions Monitoring and Evaluation as required by the ADB and the Project Office. the overall consultancy estimates 40 person months until the end of December 2020. The budget is USD 145,000.

The Project Office now invites qualified consulting companies (hereinafter, the “Consultant”) to submit the Expressions of Interest to the aforesaid services. Parties interested in this shall provide information on their necessary qualifications and relevant experience in performance of the Services.

The shortlisting criteria are:

1. Experience and Performances;

2. Technical Capacity

3. Qualifications and Competencies of Key Personnel.

interested Consultants shall pay attention on the ADB conflict of interest policy.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

The Consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines. Expressions of Interest.

Expressions of interest must be delivered in a written form to the address below.
