中国政府已从亚行获得一笔资金支持四川资阳绿色转型发展项目，该笔资金中的一部分将用于本咨询服务项目项下的资金支出。

一、项目背景

资阳市是长江上游成渝城市群中的一个地级市，位于成都市东南87公里处，距成都经济区仅1小时车程，处于成都市日常劳动力市场的功能范围之内，是长江经济带上游地区最有前途的经济增长点之一。虽然资阳市的地理位置优越，但其经济发展缓慢，究其原因包括：一是与其他城市的产业同质化，二是工业集聚能力不足，三是环境恶化，四是生活环境不理想。

为推动资阳市的绿色转型发展，亚洲开发银行计划向资阳市政府提供2亿美元贷款，用于改善和提升资阳高新区的经济机会、生态地区和环境基础设施。亚行贷款项目包括下列产出：一是生态系统和环境基础设施建设，二是支持服务部门扩展的设施和项目，三是提高城市发展规划和管理能力。其中，城市绩效监测系统的开发是产出3的组成部分之一。

二、目的：

本项目的旨在帮助资阳市高新区开发一套绿色转型绩效监测系统。该系统将提供一套系统的方法和工具，用于评估、评价和反映资阳市高新区绿色转型发展的进展情况，并指导城市绿色发展规划和实施过程的细化和升级，为资阳市建立动态、持续、城市和绿色发展监测、评价和管理机制。拟建的绩效监测与评价体系将为我国中小城市的绩效评估提供借鉴。

本项工作还包括有关部门在绩效监测的规划和实施方面的能力建设。咨询顾问应与资阳市政府和资阳高新区合作，就绩效监测系统的实施和升级提供必要的培训和协助。

三、咨询机构资格要求：

1. 过去五年内有不少于三项城市/区域绿色发展的业绩；

2. 咨询机构应是有丰富的专家资源，包括城市绿色发展专家、城市规划专家、工业经济专家、环境专家等方面的专家；

3. 熟悉国际金融组织贷款项目的执行程序和规定，专家能够熟练使用中英文进行与项目办、项目实施单位和亚行的沟通；

4. 有足够的翻译能力，按照要求进行相关文件的翻译。

四、其他信息

本项目的咨询服务计划将由一家公司的一个咨询顾问团队在15个月以内完成，预计需要2个人月的国际咨询服务和10个人月的国内咨询服务，预计2020年8月启动咨询服务。

The People’s Republic of China has received financing from the ADB toward the cost of the Sichuan Ziyang Inclusive Green Development Project, and intends to apply part of the proceeds for consulting services.

I Background

1. Ziyang, a prefecture-level municipality in Sichuan Province, is located within the Chengdu–Chongqing city cluster in the upper reaches of the Yangtze River. It is located 87 kilometers southeast of Chengdu City; and is within 1-hour from the Chengdu Economic Zone, which was defined as the functional extent of the bulk metropolitan daily labor market. Although the location is favorable, the economic development of the Ziyang Municipality has been slow due to (i) competition with other cities for the same industries; (ii) insufficient industrial agglomeration;(iii) deteriorated environment; and (iv) less desirable living environment.

2. With the aim of promoting inclusive green development progress in Ziyang City, The Asian Development Bank (ADB) is proposing to provide a loan of $200 million to ZMG for improving and upgrading the Sichuan Ziyang High Technology Development Zone’s (SZHTDZ) economic opportunities, ecological areas, and environmental infrastructure. The following outputs are included in the ADB project: (i) Output 1: Ecological systems and environmental infrastructure constructed; (ii) Output 2: Facilities and programs to support the service sector broadened; (iii) Output 3: Urban development planning and management capacity enhanced. The development of the urban performance monitoring and evaluation system to assess inclusive green development progress is one of the three components of output 3.

II Objective and purpose of the assignment

1. The objective of the project is to help SZHTDZ in developing a performance monitoring and evaluation system which aims to (i) provide a systematic methodology and tools for assessing, evaluating, and reflecting the progress of the Ziyang Municipality’s green development; (ii) and guide in refining and upgrading the urban green development planning and implementation process; and (iii) create a dynamic, continual, urban, and green development monitoring, evaluation, and management mechanism for the Ziyang Municipality. Meanwhile, the proposed performance monitoring and evaluation system in the Ziyang Municipality will provide a model for the small- to medium-sized cities in the PRC.

2. This work also involves capacity building for relevant departments on both planning and implementation of performance monitoring. The consultant shall work together with ZMG and SZHTDZ to provide necessary training and assistance on the implementation and upgrade of the performance monitoring system.

III Consulting firm qualification requirements

1. Over the past five years, there are no less than three urban / regional green development experiences;

2. The consulting organization should have abundant expert resource, including urban green development experts, urban planning experts, industrial economic experts, environmental experts and other experts;

3. Be familiar with the implementation procedures and regulations of international financial organizations’ loan projects, experts can speak Chinese and English proficiently to communicate with the project office, project implementation unit and ADB; and

4. Have capabilities to translate relevant documents as required.

V. Other Information

The consulting services in this project will be implemented by a consultant team within a period of 15 months. The consulting services is expected to require 1 international consultant (2 person-months) and 3 domestic consultant (10 person-months), and the consulting service is expected to start in August 2020.
